Research On Ecological Urbanization Development Of Northeast China

Northeast China is the earliest developed industrial base in China.Due to the early start of industrialization,it has brought about the development and progress of urbanization.The urbanization rate in Northeast China has been at a relatively high level nationwide.Since the 21 st century,the economy of Northeast China suffered a lot of discomfort due to the influence of the planned economy.Compared with the developed provinces,the gap was getting wider and wider,and urbanization development began to slow down.The state proposed the strategy of revitalizing the old industrial base in Northeast China in a timely manner,and the Northeast region regained its vitality and vitality.Affected by economic globalization,China's economic development has entered a new normal period,the industrial structure needs to be transformed and upgraded,and economic development needs to be improved from quantity to quality.Due to the relatively simple industrial structure,Northeast China has been dominated by heavy industry for a long time,it is difficult to transform and develop,and the economy is under great downward pressure.At the same time,the phenomenon of slow urbanization development and brain drain occur.There are more resource-based cities in Northeast China,and the transition faces greater difficulties.In 2013,the state proposed a new round of Northeast revitalization strategies,and the Belt and Road Initiative brought new opportunities for development in the Northeast.After the state proposed to integrate the concept of ecological civilization into the development of new-type urbanization,the development of ecological urbanization in the Northeast region is imperative.The development of urbanization in Northeast China has experienced five stages: the rapid start-up phase from 1949 to 1957;the period of sharp fluctuations from 1958 to 1965;the retrogressive phase from 1966 to 1978;another rapid development from 1979 to 2002;and the slowdown from 2003 to the present.There are several problems.First,the quality of urbanization is not high.Second,the industrial structure is irrational and the endogenous motivation of urbanization is insufficient.Third,the competitiveness of urban agglomerations is not strong and the large cities lack radiation-driven functions.Fourth,the transformation and development of resourcebased cities is difficult.fifth,the development of urbanization is unbalanced.Based on the analysis of the above problems,it is believed that the reasons for the problems in the development of urbanization in Northeast China are the obstacles of institutional mechanisms,outdated governance concepts,stale culture,lagging basic public services,and the brain drain of advanced talents.Northeast China must Take the road of new urbanization development,that is,develop ecological urbanization.Ecological urbanization is an inevitable choice to promote regional sustainable development.Based on the analysis of the resource and environmental conditions,economic development conditions,and social development conditions for the development of ecological urbanization in the Northeast,using the system dynamics model for simulation,the ecological urbanization in the Northeast is divided into three subsystems,population subsystem,industrial subsystem and ecological carrying capacity subsystem.Through simulation prediction,ecological urbanization is considered to be the urbanization path suitable for the development of Northeast China.For the countermeasures of ecological urbanization in Northeast China,this paper puts forward four aspects.First,ecological urbanization should be promoted based on urban agglomerations,including scientifically and rationally planning the spatial layout of urban agglomerations,opening up the transportation networks of urban agglomeration,integrating urban agglomeration resources,accelerating the development of industrial clusters,and promoting urbanization in an orderly manner according to the ecological function division.Second,we should accelerate the optimization and upgrading of industrial structure,including the transformation and upgrading of traditional industries,vigorously developing strategic emerging industries,and strengthening the scientific level of industrial policies.Furthermore,the coordinated development of industrial ecology and ecological industrialization should be promoted,including improving the ecological environment,constructing ecological agricultural tourism zones and ecological industrial parks,and developing ecological tourism.Finally,the sustainable carrying capacity of resources and environment should be strengthened,including the promotion of a resource-saving and environmentfriendly development model,and the development of a circular economy.
