The Study On Green Transformation Development Of Resource-Exhausted Cities In China

The large-scale exploitation and utilization of resources have promoted the industrialization process of our country,a number of resource-based cities such as coal cities and oil cities have formed,and made great contributions to the development of national economy.However,with the high-intensity exploitation of resources,the total amount of resources has nearly dried up,a large number of resource-based enterprises living on few resources,the economic and social development of the city has shackled,the ecological environment is seriously damaged,and resource-exhausted cities are facing severe difficulties and challenges.In the situation,the transformation and development is the key to promote the "resource curse" of resource-exhausted cities.To explore the green development mode in line with the regional characteristics is the fundamental path to ensure the sustainable development of resource-exhausted cities.China's resource-based cities have various categories.However,from the perspective of urban development strategy,green transformation is the only way for any resource-based city to develop,which is determined by its own characteristics.At present,China is in a critical period of economic growth shift and industrial structure adjustment,which is challenge,but also is a chance for their green transformation.Therefore,it is of far-reaching practical significance for promoting the sustainable development of resource-exhausted cities and promoting the construction of national urban system to deeply tap the endogenous power of green transformation development of resource-exhausted cities and explore the path of green transformation.Based on the comprehensive application of system analysis,historical analysis,interdisciplinary analysis and typical case analysis,the paper makes an in-depth studyon the related concepts,basic theories and transformation laws of resource-exhausted cities,discusses the current situation and practical difficulties of the transformation of resource-exhausted cities in China,and analyzes the transformation of typical resource-based on the practical experience of typical cases,the paper puts forward a valuable and targeted transformation path of resource-exhausted cities.The paper consists of six chapters:The first chapter is the introduction.This chapter mainly introduces the research background and significance of Chinese resource-exhausted cities,research status at home and abroad,research ideas and methods as well as innovation,so as to prepare for the in-depth study of the paper.The second chapter is the general analysis of the transformation and green development of resource-exhausted cities.This chapter is the basic theoretical research.Firstly,it introduces the connotation of resource-based cities,resource-exhausted cities and green development,and introduces the relevant content.Then,it discusses the theoretical basis of the transformation of resource-exhausted cities,the general rules of the transformation of resource-exhausted cities from three aspects: decline and extinction,deep development,transformation and development,so as to build a solid theoretical support for the paper.The third chapter is the development and decline of Chinese resource-exhausted cities.First,this paper reviews the development process of China's resource-based cities,and divides this development process into three stages;then,it discusses the distribution,category and characteristics of China's resource-based cities in detail,and summarizes the basic status of the resource-based cities,for example,slow economic development and low efficiency,environment damage and difficult repair,the population is reduced and the quality is low,the less local financial,which forces the resource-exhausted cities to carry out green transformation and development.The fourth chapter analyzes the necessity of green transformation ofresource-exhausted cities in China.The chapter puts forward the necessity of green transformation in three aspects: the strong dependence on traditional resources,the low comprehensive utilization rate of resources,the low awareness of green development.Then it discusses that resource-exhausted cities must be transformed,which will promote the optimization and upgrading of industrial structure,improve the living quality,and improve the city.Finally,green development is related to the well-being of the people's livelihood and the future of the nation,green development is the reflection and Transcendence of traditional industrialization,and green development is the essential requirement of socialist ecological civilization.The fifth chapter is the typical cases of exhausted cities at home and abroad.This paper focuses on analyzing the transformation cases of several typical resource-based cities,and summarizes the valuable experience of the transformation.The enlightenment is mainly reflected in the following aspects: to promote the advanced industrial structure,to improve the level of scientific and technological innovation,to clarify the responsibilities of the government,to combine economic development and social ecology closely,so as to provide necessary experience for the green transformation development of Chinese resource-exhausted cities.The sixth chapter is the path analysis of the transformation of Chinese resource-exhausted cities.First,to construct green government,scientific formulation of urban green transformation planning,establishment of green accounting and assessment system,improvement of policies and regulations,in order to find a healthy and appropriate green transformation path for the development of resource-based cities;second,through the construction of green diversified industrial system,to strengthen the resource-based enterprises governance,and strengthen the construction of scientific and technological innovation talents,in order to stimulate the endogenous power of the green transformation of resource-exhausted cities.Thirdly,from the four aspects of improving the social security system of cities,promoting the green transformationculture of cities,cultivating the concept of ecological civilization and strengthening the protection of urban ecological environment,resources are constantly optimized,so that the achievements of green transformation can benefit everyone.
