Erdaojiang District,Tonghua City in Jilin province,once ranked among the 200 national key coal mining counties.Depended on the the Iron and Steel Group of Tonghua and abundant coal resources,the district became the most famous steel city in northeast.With the depletion of superior sources,the development of leading industries went into trouble.And the development of local leading enterprises is extremely difficult.The former "Coal City" and "Steel City" faces to a series of problems,which are economic problems,ecological problems,livelihood issues and social harmonious problems.How to accelerate the transformation of development and how to accelerate to get rid of the dilemma,become the problems which are urgent to be solved of Erdaojiang district.Based on the theory of sustainable development and green economy and combined with the development practice of Erdaojiang district,The paper studies some resourcesexhausted cities,on the paths of green transformation and sustainable development,and analyzes the problems of green transformation after resources exhaustion of Erdaojiang district,the city which takes the mineral resources as the main pillar of the economy.Based on this,aiming at the problems of the urban transformation development of Erdaojiang district,the paper proposals some countermeasures,such as establishing the concept of sustainable development,promoting the innovation of the mechanism,developing modern service indutries and tourism industries,and promoting the green production and green life,and makes useful exploration on how to achieve green transformation and sustainable development for resource-exhausted cities and areas.This paper is divided into five parts:The first part is the basic theory of green transformation of resource-based city.This part mainly introduces the related concepts of resource-exhausted city,green transformation and so on,combs the theory of sustainable development and green social development and other theories,and makes a brief view of the related study of resource-exhausted areas and urban transformation development.The second part analyzes the background and environment of transformation development of Erdaojiang district.The part introduces the remaining problems of resource exhaustion,the advantages of specific resources,as well as how to develop green economy transformation aiming at the current situation and the background of transformation development.The third part is the analysis of the green transformation practice which has been carried out of Erdaojiang District in recent years.In the process of green transformation,Erdaojiang District proposals the relevant policy to guide and support,cultivate the green industries,encourage and support enterprises to implement green transformation through technological innovation,establish a diversified investment system,and promote the process of city green transformation vigorously through a variety of ways.The forth part analyzes the effect and the existing problems of green transformation development of Erdaojiang district of Tonghua city.Resource-based city has made remarkable achievements in the economic growth,social development,ecological improvement and so on.But there are still many problems,for example the substitution industries have not yet formed the endogenous power,the mechanism of sustainable development is not perfect,which all need to the perfect mechanism and countermeasures of sustainable development.The fifth part proposes some suggestion to further promote the green transformation development of Erdaojiang district,which based on the previous research,analysis and effect what has been achieved.The conclusion part summarizes and concludes the analysis points of the whole paper.
