The Chinese medicine pharmaceutical industry is a high-tech industry which has most advantage of originality and potentiality of independent innovation in China. Under the guidance of national strategy of Chinese medicine modernization, Chinese medicine pharmaceutical industry has become strategic industry in many provinces of China, of which technological innovation, increasing of competitiveness, and industry development have also become hot topics of research. However, the current researches of technological innovation in Chinese medicine industry mostly focus on the argument between the modernization and westernization of the Chinese medicine. Most of the researches of the industrial competitiveness and development pay much attention to internationalization and clusterization. The researches, which explore substantial technological innovation strategies to realize the efficient and effective development of Chinese medicine modernization and industrialization, are still very weak.Under the complicated and changeable dynamic environment, the strategic thoughts of enterprises have changed fundamentally from single strategy to combination strategy. Organizational Ambidexterity Theory, which newly developed from abroad, reveals that the secret of successful businesses is the ambidextrous organization which can integrate two activities which traditionally are contradictory and cannot be gained concurrently, construct highly consistent short and long term goals. Considering high complexity of innovation activities, especially the current paradoxical situations faced by technological innovation of Chinese medicine pharmaceutical industry, the thesis introduces the concept of combination strategy from the area of strategic management into the area of management of technological innovation, extends existing single-dimensional bivariate ambidextrous strategy to two-dimensional four-variable dual combination strategy, and puts forward a research proposition on combination strategy of technological innovation of Chinese medicine pharmaceutical industry based on dual balances of organization and knowledge. Regarding Strategic Management Theory, Technological Innovation Theory, Transaction Cost Theory, Complementary Theory and Organizational Ambidexterity Theory as theoretical foundations, integrating qualitative with quantitative methods, the thesis makes researches on technological innovation combination strategies of the Chinese medicine pharmaceutical industry and enterprise development from both theory aspect and practice aspect. The main tasks and innovations are stated as follows:(1) After making a detailed PEST analysis on industrial environment of the Chinese medicine pharmaceutical industry, a theoretical model, which is a technological innovation combination strategy of Chinese medicine pharmaceutical industry based on dual balances of organization and knowledge, has been constructed. That is a dual combination model, which is different from the existing researches from two aspects. On the one hand, different from most existing Chinese researches on technological innovation strategies and portfolio innovations, which follow the approaches of competitive theory or innovation system theories, our research follows the approach of complementary theory and organizational ambidexterity theory. On the other hand, different from existing signal-dimensional bivariate ambidextrous strategy of technological innovation, our model, which is a new attempt, is a dual balance model, two-dimensional four-variable combination strategy of technological innovation. The relationship between dual combination strategy of technological innovation in Chinese medicine pharmaceutical industry and firm performance has been tested empirically. The result of test shows that combination strategy of technological innovation can improve the firms'financial and innovation performances.(2) Transcending the classic proposition "make or buy" in Transaction Cost Theory, the thesis analyzes the underlying mechanism of "make and buy" combination strategy of technological innovation, constructs a optimizing model of home R&D level and technological license quantity and a theoretical model of cooperative innovation network comparative advantages.(3) From the perspective of knowledge generation, the thesis analyzes the underlying mechanism of balancing exploitative innovation and exploratory innovation strategies, constructs a multi-stage game model of exploitative innovation and exploratory innovation during the process of knowledge generation, and develops a map of Chinese medicine innovation based on the balance of both exploitative innovation and exploratory innovation. Using the method of simulation, the thesis explores the organization structure mechanism of balancing exploitative innovation and exploratory innovation in Chinese medicine pharmaceutical industry. The result of simulation shows that the productive dynamic balance of exploitative innovation and exploratory innovation can be effectively achieved by the design of semi-isolated subgroup organization structure.(4) The thesis constructs a model of dynamic optimized selection of innovation strategies of double dimension balances. From the perspective of distribution of innovational value, the thesis constructs a model of creation and distribution of technological innovation value under the context of open innovation and a model of strategy selection of technological innovation based on dynamic capacities. Then the thesis discusses the relationship between interaction between dynamic capacity and strategies of technological innovation and distribution of innovational value, constructs a game model of technological abilities and technological innovation strategies in Chinese medicine pharmaceutical industry. The process of dynamic matching and gradient evolution of technological abilities and technological innovation strategies in Chinese medicine pharmaceutical industry has been analyzed.
