Research On The Chinese Medicine Industry And The Policies Supported By The Government

The dissertation, based on the research of direction of the Chinese traditional medicine industry and the policies supported by the government, presents the objective of promoting the construction of standards of Chinese traditional medicine industry and increasing the competitiveness of these industries. In the study, the author applies comparative analysis and other methods, and discusses the orientation of the development of standards according to the study of the characteristics of the Chinese traditional medicine industry, focusing on the predominance of the government in the process that lead to develop the industries. Correspondingly, the author, taking the current role played by government in the industries into account as well, provides her suggestions.Discussing the status of Chinese traditional medicine construction, the dissertation expounds the three factors in it---- the network effect, the protection of intellectual property rights and technological innovation rate. Then, analyzing the orientation of standards of the industries impacted on by the three factors which have mentioned above, the author advocates that the standards should be formulated by drawn on the foreign standards for some part and worked out independently for the other. In the construction of standards, it is necessary to emphasize the combination with standard patents, to pay attention to the protection of patents in the trend that technology becomes patent, to give adequate consideration of integration emerging from the patent technology and existing industry standards in "patent standardized" stage, and, finally, in "the standard permit" phase, to translate the standards into real utilization and apply them widely to all possible aspects. In addition, the building of the industry standard construction must be coordinated with the standard rate of technological innovation development.Subsequently, in the study of the standard of the Chinese traditional medicine industry in the main building of a pluralistic, from the theoretical level, the author clarifies that the government should play a leading role, enterprises should play the main role and intermediary organizations should play the role of a bridge. On this basis, from a practical perspective, the author also explains the government's participation in the existing standard policy, which pointed out the deficiencies. In light of the above results from the industry-standard construction of the three factors perspective, and accordingly displays the policy recommendations that would enhance the process of the Chinese medicine industry standards.
