The Beijing-Tianjin-Hebei region is located in the center of the Bohai Rim,with obvious location advantages and excellent resource endowments.In recent years,the economy has developed rapidly and has become an important high-tech and heavy industry base in China.It is the third largest economic circle in China after the Yangtze River Delta and the Pearl River Delta and has gradually become an important economic growth pole for China's economic development.However,at the same time,the air quality in the Beijing-Tianjin-Hebei region also experienced a concentrated outbreak of air pollution.Facing the contradiction between economic growth and air pollution prevention,the adjustment of industrial structure is highly expected,and it is considered to be an effective way to alleviate this contradiction in the short term.This article starts from a series of questions and explores the air quality improvement effects of industrial structure adjustment:(1)how are the specific conditions of the evolution of BeijingTianjin-Hebei industrial structure and air pollution;(2)why should the industrial structure be adjusted? What is the mechanism of industrial structure adjustment on the improvement of air environment?(3)The direction of industrial structure adjustment?(4)Which industries should be adjusted?(5)How much is adjusted?(6)How to design the system? This article focuses on the air quality improvement effects of industrial restructuring,explores the Beijing-Tianjin-Hebei region,which is the worst-hit area for air pollution,and provides important references for realizing Beijing-Tianjin-Hebei economic growth and environmental protection.First,a detailed description and analysis of the evolution of the industrial structure and the state of air pollution in the Beijing-Tianjin-Hebei region were made.By describing the evolution process of the industrial structure,the economic development stage of Beijing-Tianjin-Hebei was clarified;through the analysis of the spatialtemporal evolution of Beijing-Tianjin-Hebei 's air pollutant emissions,the temporal and spatial characteristics of air pollutant emissions were clarified.Secondly,a metric system that comprehensively describes the adjustment of industrial structure was constructed,and the effect of industrial structure adjustment on the improvement of air quality was empirically explored.The role of industrial structure adjustment and the direction of industrial structure adjustment were clarified.Then,on the premise of fully considering the economic and technological links between industries,with the inputoutput equation as the main constraint,and economic growth and air quality improvement as the objectives,an input-output multi-objective optimization model for industrial structure adjustment was constructed.Under different degrees of environmental protection policy inclination,simulation calculations were carried out in each area of Beijing-Tianjin-Hebei to clarify the sensitivity degree and reaction interval of each region to environmental policy inclination,and the optimal industrial structure adjustment results were obtained under different scenarios;Furthermore,considering the global nature of regional air pollution control,simulation calculations were performed from the global perspective of Beijing-Tianjin-Hebei integration.Finally,based on the results of the integrated input-output multi-objective optimization model of Beijing-Tianjin-Hebei,the possibility of collaborative governance of BeijingTianjin-Hebei was simulated and explored from the perspective of ecological compensation.The main conclusions of this article are listed as follows:(1)The evolution of the industrial structure in the Beijing-Tianjin-Hebei region generally follows the benign development direction of "three two one",but there are differences in the economic development stages of the three places.Beijing and Tianjin are in the late stage of industrialization,and Hebei Province is in the middle stage of industrialization.There is a significant spatial dependence and heterogeneity of air pollutant emissions in the Beijing-Tianjin-Hebei region,which is inseparable from the industrial structure characteristics of each region.The adjustment of the industrial structure has played a certain role in improving air quality.Air pollutant emissions in the Beijing-TianjinHebei region have decreased significantly in recent years,but the current types of air pollutant emissions are still large,mainly due to the industry There are many enterprises with medium-to-high investment,high energy consumption and high pollution.Empirical tests have found that rationalization of the industrial structure contributes to the improvement of air quality,but it is not significant and there are regional differences;the ability to improve the air quality of the advanced industrial structure has already appeared;for areas with severe pollution,we must dare to "strike hard" and increase The intensity of industrial structure adjustment;at the same time,the policy spillover effect of industrial agglomeration knowledge should be used to realize industrial technological innovation.(2)There is an interconnected and contradictory relationship between economic growth and improvement in air quality,which cannot be viewed in isolation.Aiming at economic growth and air quality improvement,a multi-objective optimization model of input-output was constructed to simulate and calculate the industrial structure adjustment in each region of Beijing,Tianjin,and Hebei.The study found that through the adjustment of the industrial structure,it is possible to find a balance between the two or make some trade-offs between the two goals and find out several possible optimization states,thereby achieving economic growth and improvement in air quality at the same time.In the input-output multi-objective optimization model,through the comparison of the simulation results of the three places,it is found that the sensitivity levels and response intervals of environmental protection policies in Beijing,Tianjin,and Hebei are different.inertia.In addition,it can be seen from the simulation results that there is an industrial gradient in the three places of Beijing,Tianjin,and Hebei.When the environmental protection policies of the three places change from zero,the pressure of pollutant reduction will first fall on Hebei,and Hebei's environmental protection policies The degree of inclination is effective only in a small adjustment space.If we increase the tendency of environmental protection policies,the pressure on environmental protection will fall on Tianjin and Beijing in sequence.However,at this time,Hebei has not been able to achieve economic growth,and can only maintain the restrictions in the constraints and achieve economic flatness.(3)The input-output multi-objective optimization model under the Beijing-TianjinHebei integration reflects the industrial gradient of Beijing-Tianjin-Hebei more deeply.When considering the economic growth and environmental protection goals from the Beijing-Tianjin-Hebei whole,after the adjustment of the industrial structure,regions with low economic gradients must make economic sacrifices to complete their contribution to environmental protection in the entire region.Beijing and Tianjin,which are at high levels of industrial gradients,are bound to make corresponding ecological compensations under different degrees of environmental protection policy inclination.After analyzing the results of the input-output multi-objective optimization model under the Beijing-Tianjin-Hebei integration,we can break through the perceptual knowledge and obtain the quantitative results of ecological compensation under different environmental policy trends as a reference.
