Safety input is the most important aspect of the "five elements" building in safety production. Only when safety input is well done, can safety production be well-based and ensured. The present situation is still severe of safety production in China's coal mines that the total coal mine accidents is still high and the severe and great accidents occur frequently, and one of the most important reasons of which is the deficient and inefficient safety input in coal enterprises. In order to achieve fundamental improvement in domestic coal mines safety situation, it should be improving the safety input mechanism of coal enterprises, ensuring the scientific, rational and efficient safety input and strengthening the foundation of safety production.Based on theories and methods of safety engineering, safety management, safety economics, technology economics, sustainable development economics, investment, and statistics, the status quo of domestic coal mine safety input and its influence factors were analyzes, and the rules of safety input and output were studies, then a comprehensive evaluation indexes system was established and the decision methods were concluded of coal mine safety input. The main contents are as follows:(1) The important basic concepts involved in this article are clearly expounded and interpreted. Safety input is defined as consumptions of human, materials and financial resources in order to ensure the production safety, improve the operating environment, deal with industrial accidents and prevent occupational hazards, etc. Its accounting contents are in accordance with that of safety cost.(2) Systematic analysis on the status quo of safety input in coal mine. The paper analyzes the current status and its causes from the three levels of safety input strength, safety input structure and safety input systems (policy), and then puts forward the corresponding countermeasures.(3) Establishment and calculation of the comprehensive evaluation indexes system for coal mine safety input. According to the perspective of achieving sustainable security, the author selects the comprehensive evaluation indexes with SPSS statistical software by using cluster analysis, and determines the weight of various indexes using AHP and entropy method, and then comprehensively evaluates the safety input level of the mine owned by Xuzhou Mining Group.(4) The paper studies the rules of safety input and output of coal mine with the input-output method, and proposes evaluating safety input and output efficiency through Data Envelopment Analysis (DEA). (5) Study on safety input decision method of coal mine. The paper analyzes the decision method of coal mine safety input from the perspective of qualitative and quantitative, creatively applies real options theory into the decision of coal Mine safety input.(6) Coal mine safety input decision based on the theory of rheology-mutation. Put the theory into the decision of safety input, follow the evolution of things safety, grasp the appropriate time of safety input, and fully enhance its efficiency.
