Study On Sustainable Development Of China’s Photovoltaic Poverty Alleviation Industry

Originating in Anhui Province,China,photovoltaic poverty alleviation is characterized with the advantages of rapid effects,steady profits,targeted poverty alleviation,low risks and environmental-friendliness,and has been identified as one of the"Top Ten Targeted Poverty Alleviation Projects" in China.Through the promotion and construction during the“13th Five-Year Plan" period,it has effectively accelerated the process of income increase and poverty alleviation in poverty-stricken areas,and has become a pioneering and landmark project for targeted poverty alleviation and poverty lifting in China,which provides important support for obtaining the complete victory in the fight against poverty in 2020 as scheduled.This article first sorts out the relevant theoretical foundations and literatures such as anti-poverty theory,industrial development theory,and sustainable development theory.The construction mode,working mechanism and main results of the photovoltaic poverty alleviation industry.And using the analytic hierarchy process to construct an indicator system for the sustainable development of the photovoltaic poverty alleviation industry from the three dimensions of income distribution,operation and maintenance management and comprehensive utilization,combined with the fuzzy evaluation method to calculate the weak links based on the weights,and propose corresponding countermeasures and suggestions.In order to maintain the stability and continuity of the development of the photovoltaic poverty alleviation industry,as well as the accuracy and scientificity of the distribution of power generation income,strive to achieve the sustainable development of the photovoltaic poverty alleviation industry,and provide strong support for the consolidation and expansion of the achievements in poverty alleviation.At the same time,it looks forward to the continued development of the rural photovoltaic industry,the promotion of the overall revitalization of rural areas,and the promotion of photovoltaic poverty alleviation industry development models to go abroad and radiate to drive the development of photovoltaic industry and poverty alleviation in the "Belt and Road"countries.Develop global poverty reduction and provide China(Anhui)wisdom and China(Anhui)solutions.The main innovations of this research are as follows:Firstly,the paper comprehensively and systematically studies the development process,policy evolution,theoretical basis,construction mode,operation mechanism,development proceedings,main functions,monitoring and evaluation,and constraints of China’s(Anhui)photovoltaic poverty alleviation industry,and put forwards targeted and operational sustainable development path,which is China’s first experience.It will exert great significance in promoting the photovoltaic poverty alleviation industry to consolidate and expand the achievements of poverty alleviation,and revitalize the rural areas in an all-round way.Secondly,in view of the financing difficulty in the development of photovoltaic poverty alleviation industry,the mode of "self-development,partnership development,cooperative development and jointly-operated development" of poverty alleviation micro-credit was originally proposed by the author,which opened up the financial source of the development of photovoltaic poverty alleviation industry,and got approved by the state and promoted nationwide.In 2019,the model was awarded the Best Case of the First Global Poverty Reduction Cases by seven units,including IBRD(International Bank for Reconstruction and Development),FAO(Food and Agriculture Organization of the United Nations),IFAD(International Fund for Agricultural Development),WFP(World Food Programme),ADB(Asian Development Bank),International Poverty Reduction Center of China,and China.com,and included in the South-South Cooperation Poverty Reduction Knowledge Sharing Website---Sino-foreign Poverty Reduction Case Base and Online Sharing Platform.It provides China(Anhui)Wisdom and China(Anhui)Model to solve the world problem of "inadequate and overly expensive loan services" for the poor.The author is hereby honored with the "2020 National Poverty Alleviation Innovation Award".Thirdly,we actively participate in the experiments and researches of the uniform photovoltaic agricultural system,innovate the photovoltaic agricultural technology based on plant photosynthesis,give effective consideration to plant growth and photovoltaic power generation concurrently,which is of practical significance for making full use of the idle land resources under photovoltaic panels of photovoltaic poverty alleviation power stations,developing photovoltaic ecological agriculture,promoting integration of primary,secondary and tertiary industries in rural areas,and improving comprehensive benefits of power station Righteousness.Fourthly,we focus on developing photovoltaic poverty alleviation power station project into a greenhouse gas emission reduction project that meets the national requirements.We scientifically calculated the additional economic benefits brought by Chinese Certified Emission Reduction(CCER)trading for the village-level photovoltaic poverty alleviation power station,proposed the implementation path and optimization strategy for the village-level photovoltaic poverty alleviation power station to realize the carbon emission trading,innovated the specific measures that photovoltaic poverty alleviation industry helped to consolidate and expand the achievements of poverty alleviation,and continuously promote rural revitalization.Fifthly,this paper expounds the limitations of the existing standards for the operation and maintenance of China’s village-level photovoltaic poverty alleviation power station and the necessity of formulating and optimizing the special standards for its operation and maintenance.Concurrently,based on the investigation results and empirical analysis of theoperation and maintenance of village-level photovoltaic poverty alleviation power stations,we innovatively put forward the operation and maintenance performance monitoring index system of village-level photovoltaic poverty alleviation power station,which can be utilized as the basis of management and standard formulation.
