Research On Urban Planning Of Xi'an Since Modern Times

In more than 180 years since modern times,Xi'an city has experienced the transformation from tradition to modern,and the social political economy has also realized the transformation from agricultural civilization to industrial civilization.The main driving force of modern urban development is the development of industrial revolution,which not only brings about technological change,but also political change and urban change.The plan of urban planning for the future development of the city is an active activity of human beings to build and transform the city,which has a significant impact on the development of the city.As the forerunner of urban development,urban planning has gradually realized the modernization transformation from the germination to the formation,perfection and continuous development to the formation of a mature and complete urban planning formulation and implementation system after the founding of the People's Republic of China,which has triggered the modern transformation of Xi'an's urban social economy.From the perspective of historical geography,with the main line of urban modernization,starting from the evolution of Xi'an's urban planning since modern times,this paper recovers the formation process of Xi'an's urban planning in the period of the Republic of China and after the founding of the People's Republic of China,makes a comprehensive analysis of the various elements and functions of urban planning,and explores the influencing factors of Xi'an's urban planning formulation and implementation as an inland city.Based on time,with the time as the lateral axis,with the all planning as the vertical axis,this paper studies the evolution of Xi'an's urban planning in two stages:the modern period and the contemporary period.From a comprehensive view of the urban development and planning of Xi'an in modern times,the urban planning of Xi'an can be divided into three stages:germination stage,formation and improvement stage and continuous development stage.The embryonic period of Xi'an's urban planning in modern times is mainly from the post Xinhai Revolution to the establishment of Xijing.It can also be called the pre secondary capital period.There are two burgeoning urban planning documents,one is the Municipal Construction Plan of Chang'an city of Shaanxi Province in the 16th year of the Republic of China(1927),the other is the Outline of the Construction Plan of Shaanxi Province in the 20th year of the Republic of China(1931).From the 21st year of the Republic of China(1932)to the 34th year of the Republic of China(1945),more than ten years later,the formation and perfection of Xi'an urban planning in modern times was mainly in the period of preparing to build Xijing,a number of urban planning programs has been proposed,both folk proposals and official plans.The folk proposals include Discussion on the Division of Xijing Urban Area(the author is Ji Ping)and Guidelines for the Municipal Planning of Xijing(the author is sun Jingtian from Yi Su Club).The official plans include Xi'an three-year Administrative Plan,Shaanxi Provincial Department of construction 22-24 year administrative plan(b municipal),Xijing district plan description,Xijing planning,etc.In particular,the introduction of Xijing Planning indicates that modern Xi'an has formed a complete urban planning scheme in a modern sense.The continuous development of modern Xi'an urban planning was after the victory of the(China's)War of Resistance against Japan.The formulation and continuous development of xi 'an urban planning in the later period of the republic of China.With the end of the(China's)War of Resistance against Japan and the development of post-war urban reconstruction,Xi'an Zoning and Road System Plan was completed.This significance plan referenced from the western mainstream planning thought at that time.The development and evolution of contemporary Xi'an urban planning have new characteristics in the new historical period.During this period,China's modern urban planning system began to be gradually established.From the beginning of the overall introduction of the Soviet model to the gradual acceptance of western urban planning theories,methods and practical,to the formation of a plan with its own advantages and characteristics,the development of urban planning experienced twists and turns.The urban development and construction of Xi'an has been highly valued by the state,then has a unified arrangement and guidance.Since the 1950s,Xi'an's municipal government has worked out four urban master plans,namely,Xi'an city master plan from 1953 to 1972,Xi'an city master plan from 1980 to 2000,Xi'an city master plan from 1995 to 2010 and Xi'an city master plan from 2008 to 2020.Under the guidance of these urban master plans,Xi'an has changed its urban appearance in modern times,developed from a consumption-oriented city to an industrial city,and entered a new era of modern urban development.The characteristics of urban planning in Xi'an since modern times are summarized by analyzing the evolution process of urban planning since modern times through historical period research,comparative study and other methods,and points out the dual characteristics of this period:the historical inheritance and transformation in the transitional period At the same time,summarize the evolution of Xi'an's urban planning thoughts since modern times and analyzes the influencing factors of the implementation of urban planning.The main influencing factors of Xi'an's urban planning and construction are specialized talents,specific plans,abundant wealth and scientific theory guidance.Among them,political factors are the most prominent driving factors for the formulation and implementation of Xi'an urban planning.The formulation and implementation of Xi'an urban planning mostly depend on the support of national policies and the implementation of local decrees.Finally,under the background of the history of Xi'an city planning in the global,more prominent urban planning characteristics of Xi'an as the world's ancient capital are showed since modern times,and provide reference for the construction of Xi'an as a national central city.
