A Study On Public Security Department Promate The Capacity To Deal With Public Opinion In The New Media Age

With the development of information technology and network technology,the network has become a part of national life.Since the reform and opening up,"some people get rich first,and then some people rich" strategy China implemented led to the social conflicts,for example,unbalanced of regional development,education,uneven development and social security and a huge gap between rich and poor.And our rights as citizens and individual consciousness gradually increased,citizens express their emotions,policy participation,rights and other demands through the network,so that the difficulty of government management of Internet user's opinion is increased.In the network environment,network information content range covers a broad.Therefore,the events on network public opinion has been related to all aspects of our lives.Internet public opinion is a "double-edged sword".It's the most emotional reaction and the expression of the public,lets the government understand the demands of citizens and change along with the needs of the community;but because of hidden of the network,a lot of information is distorted,and many Internet users are misled by some incorrect statements,so that social unrest is led to.Thus,public security is facing this new situation of network media.The police department as the representative of the government management community events and public opinion needs to ensure the public rights and that they can get the correct expression of ideas,and reduces the negative impact caused by bad information to create a healthy network environment.Therefore,The police department enhance network capacity to deal with public opinion imperatively.In this paper,on the basis of domestic and foreign scholars study group events and public opinion on the network,the concept and features of the new media network situation and the public opinion is summarized.This paper combines with the government crisis management theory,government public relations network theory and the theory of government capacity,and clears the relationship between the government and public network opinion.Currently,the government faces new media situation mainly for network public opinion highly complex,diverse of network mass media,civil society characterized by individual variability and the government's credibility drops.But with the network public opinion management,the police department also advances with the times,innovates network boot means of public opinion,enhances the transparency of network management,broadens the network of public opinion regulatory channels.However,these instruments are still not perfect,so that the police department is still facing information gathering and monitoring difficulties due to personnel problems and technical problems,and respond to public opinion.Therefore,this paper analyzes the cause that leads to problems of the network of public opinion management.On the basis,this paper proposes to establish a scientific network to deal with the concept of public opinion,strengthens the construction of network boot mechanism,enhances network security awareness and legislation,and accelerates technological innovation on public network opinion respond.
