The communist party of China attaches great importance to the construction of inner-party laws and regulations since its establishment.With strict norms of the organization and discipline,the Party has led Chinese people to enable our countryachieve the three major historical changes: from the semi colonial and semi feudal society to a new independent society governed by people;from the new democraticrevolution to socialist revolution and construction;from the planned economy system tosocialist market economy,from closed and semi closed economy system to all-round opening up system.Communist Party of China itself realized the historic transformation from one revolutionary party to the world's largest rulingparty,and gradually matured during the process,from a struggling status to a mature status of party building.Putting all the efforts to keep pace with the times,the Party has changed to a service orientated and innovative Marxist party.The process of the construction of the inner party laws and regulations not only witnessed the historical changes,but also ensured that the Communist Party of China has always maintained the advanced nature and purity with the strict and powerful rules and regulations.Since The 18 th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China has made a series of policy deployment to comprehensively manage state affairs according to law,and to build the party with stricter disciplines,which opened the new realm of construction of the party.With a pioneering and innovative vision,the new session of the Central Committee of the Party has made remarkable achievements in the new era.The Party Central Committee,insists on the combination of top design and concrete practice,and strictly adheres to a comprehensive combination of ruling the party with strict regulations and managing country affairs according to the law.The Party put forward a series of new ideas and strategies,aims to establish a pragmatic,comprehensive,modern and powerful political system and a strong,new,vibrant political civilization system in order to establish a practical,dynamic and modern governing system of the country.Collective leadership of the CPC Central Committee attaches great importance to the construction of the inner laws and hopes to promote the party's strength in inner management by strengthening the party construction of regulations,keeping the power system locked in a cage.In the fourth Plenary Session of the 18 th CPC Central Committee the party clearly put forward five party laws and regulations system of legal system construction,which marks that our party has entered a new stage of self-improvement.Construction of the party's laws and regulations in the forefront of deepening reform,fully demonstrated the determination and confidence of the new Party Central Committee to use law to govern the country.In the new historical period of development,comprehensive and strict administering the party in accordance with regulations is the most powerful weapon.Conscientiously summing up the experience and lessons of the construction of the inner laws and practical needs,and exploring how to strengthen and perfect the effective path to the construction of the inner laws will be of great benefit to further consolidate the party's ruling foundation,and to enhance the party's ruling ability,in order to promote the cause of the party and the country's scientific development.This paper focuses on the elaboration from seven parts: first chapter is a theoretical analysis from the origin,the meaning and characteristics,classification and construction goal of the Communist Party regulations;The second chapter focuses on the history of construction of the inner laws,retrospectively,deepening the understanding of the construction of the inner laws;The third chapter is based on the second chapter,summarizes the important experience of the construction of the inner laws;The fourth chapter is to review the experience of other socialist countries about the construction of the inner laws,to draw historical lessons and learn from the successful practices;The fifth and the sixth chapter are the objective requirements of the current construction of the party and the problems faced by the real analysis;The seventh chapter is the foothold and key,problem oriented,tries to discuss how to strengthen and perfect the scientific construction of the inner laws from adhering to the combination of the governing of the party in accordance with the regulations and ruling with virtue,improving the mechanism,the theory,practice and cultural supportive ways to cultivate the construction of the inner laws.
