Study On Performance Evaluation Of The Beautiful Village Construction At Wushengyi Town Of Yongdeng County

The 18 th National Congress of the Communist Party of China(CPC)first set the goal of building “Beautiful China” and made ecological civilization construction an important part of the Five-Pronged Comprehensive Strategy.At the end of 2013,the No.1 Document of the CPC Central Committee made clear for the first time that efforts should be made to build“Beautiful Villages”.In October 2017,the 19 th National Congress of the Communist Party of China was convened in Beijing,proposing the implementationof rural revitalization strategy.Then held in December 2017,the central rural work conference proposed “Industrial Prosperity,Ecological Livability,Rural Civilization,Civilized Governance,Prosperous Life”of the general requirements and made it clear that implementing the Rural Revitalization Strategy and Beautiful Countryside Strategy is an important part of the construction of the“Beautiful China”.In order to better understand the benefits of the “Beautiful Villages” construction of Wushengyi Town in Yongdeng County,on the basis of new public management theory,stakeholder theory and government performance management theory based on public value,using scientific methods such as the Balanced Score Card(BSC),this article builds the index system of performance evaluation of “Beautiful Villages” construction of Wushengyi Town and makes an analysis of the results,mainly from four dimensions such as basic goals,satisfaction,organization and management and sustainable development.The evaluation results show that the overall performance of beautiful village construction is rating for A,getting the score of 4.41.Among it,the score of the basic target dimension is 4.47,rating for A.The satisfaction dimension score is 4.40,rating for A.The score of organizational management dimension is 4.48,rating for A.The score of sustainable development dimension is 4.24,rating for B.It suggests that construction of “Beautiful Villages” of Wushengyi Town has achieved remarkable results.According to the results of the performance evaluation,this article has found major problems during the construction process such as imperfect planning management systems,lack of effective communication between the government and the masses,capital integration unfufillment,the ecological environment not fundamentally reversed and so on.From theperspectives of dimensions of basic targets,satisfaction,organization and management and sustainable development,this article puts forward that further promoting Wushengyi town“Beautiful Country” construction should start with improving planning,creating a good communication environment,improving capital integration and utilization,doing well in environmental protection and so on.
