Research On Governance Structure Of Transformation Of China

The concept of Governance,appeared the earliest in the Municipal Science,to solve the problem from the cities and the local.It had been much practiced in foreign countries of the local governance.Later,much more used in the field of public affairs.In the field of the transition of China's national governance,the governance structure exists some maladjustment:the partial and local,the local and the whole,the changes under the governance environment factors,with the steady accumulation of social contradictions,these does not adapt easily to form systemic risk,or make the transition goal deviation trigger a global crisis.Therefore,to solve the problem existing in the governance structure of adaptability,and on this basis to promote the realization of the adaptive management,become the inevitable choice.Problems based on this,this article is oriented combined with objective orientation,through the theory and case analysis,with adaptability as the center,and starts the study of transformation of China's governance structure.From the current two different opinions about the governance,the paper points out that the problem of overall importance in the treatment of the sharp contradictions,problems of governance structure adaptability.A series of adaptive problems Including to deal with the governance main body(all kinds of related interests main body),the governance object(different governance areas,each subsystem and related events and issues,etc.),the governance means(various reform measures and system arrangement).From the relationship of reality system,transformation system,governance system and governance structure,the paper extracts adaptive centered analysis framework,that is,from local to integral and from macro to micro.analyzes the governance structure adaptability;at the same time,from the overall arrangement for local and focusing macro with micro,"adaptive governance structure and path" is put forward.Above two parts are unified in one analysis framework and explored in practice.Transformation system has the characteristic of complex adaptive system.As factors driving the evolution of the transformation,the adaptability is open and diverse,and decides the evolution of the system and the system complexity from adaptabilities.Local adaptation and adaptability to the overall system decides the furure of transformation system,both of them are indispensable.Due to the complex adaptive system is between order and disorder on the basis of diverse and unified,so the thrust of adaptability in the transformation system is from part to the whole system.As long as there is such a progressive direction,the transformation will not stagnation,also not wandering.If it suffers from local bottlenecks and traps in transformation,such as emphasis on a high degree of uniformity,without local energy,curing and makes system degradation,even decline.Therefore,constructions and operations of the transformation system,depends on the role of the social contradiction,the generation of adaptability and the expansion of the complex adaptive.In addition,based on the complex adaptive,the system must step forward again,on the basis of local improvement of the system,through adaptive combined with systemic,contributed to the evolution of the adaptive from part to whole,and to ensure the adaptability is not killed,also do not cause system disorders or decay.Taking the order from the disorder in order to maintain transform system sustainable operation and evolution of the system.Because the reality system,transformation system,governance system and governance structure are a heterogeneous.Facing the reality system problems,transition system built and implement smoothly,depends on the adjustment of governance system,and finally locate in adaptability of governance structure.Analysis of governance structure adaptability is from the practical problems of transformation governance of China.The paper puts the adaptive inspection on governance subject,governance object and governance means;as an important component of transformation governance structure research,adaptive governance structure and path is put forward from the goal of promotion and realization of the smooth transition.By creating social governance as the country governance experiment platform,through building the network governance system,and holding common goals and the bottom line in order to prevent the interruption of transformation and target deviation,as well as the scientific and reasonable setting about the corresponding evaluation standards,etc.All of them mentioned above,constitutes the adaptive governance framework and path.Adaptability in transition governance is concrete and vivid.Governance structure exists in the governance subject,governance object and governance means,in accordance with the local adaptation of the whole,local to the overall change and the relation between local adaptation.In particular,it is through the reform of management system in a certain or some forming the rigidity of the system,the governance environment,activities in the dynamic change of impact response,even the multiple interwoven relationships among subject,object and means that exist adaptability of structural adjustment in three aspects above mentioned.And also the adaptability will associated and impacts with China transformation governance,and embedded in it.On the one hand,the problem oriented focus governance subject,object,means of adaptive problems were discussed,respectively from the three angles which are the partial and whole,dynamic changes of ontology,and interaction between ontology and other structural elements to study adaptability of governance structure;On the other hand,goal oriented,focused on the main composition and realization path of the adaptive governance,proposed the adaptive to expound the implementation the path of the adaptive governance.
