Research On Urban Community Governance Structure Transformation Driven By Listed Governance

In the period of social transformation,urban community governance faces various problems and challenges,forcing the function and organizational system of urban community governance to change to meet the needs of social transformation.Since community construction was laid out by the Ministry of Civil Affairs,many efforts have been taken to reform the system and mechanism of urban community governance in China at the purpose of transforming of urban community governance structure.In the background of the current national governance system and governance capacity modernization,the transformation of urban community governance structure faces more serious tasks.On the other hand,as technology governance gradually penetrates into all areas of social governance,the tension between technology and governance has led to new trends in urban community governance.This paper proposes the concept of listed governance of urban community,and regards listed governance as a tool for technological governance in urban community governance.The listed governance of urban community is such a governance model that lists many governance elements such as urban community governance subjects,governance resources,governance issues,and governance power structures through lists,as the basis for urban community governance processes,to reduce uncertainty and provide a governance model for refined governance outcomes.The key issue that will be tried to answer in this paper is how to examine the transformation of urban community governance structure from the perspective of technological governance? How to interpret the realization path of urban community governance structure transformation driven by listed governance from the realistic dilemma of urban community governance structure? The answers to these core questions constitute the main framework of this paper.By using the research methods such as field observation method and case analysis method,and with the help of organizational structure theory and synergistic governance theory,this paper has tried to construct a four-dimension analysis framework with organizational structure,functional structure,power structure and interest structure.The paper does the research of the transformation of urban community governance structure driven by listed governance.In the part of the theoretical construction of the transformation of the in-house governance structure of urban communities driven by listed governance,it puts forward the concept of listed governance in urban communities and makes an introduction of its connotation and characteristics.Besides,it comes out two types of urban community list governance: urban government governance list and urban community autonomy list.And then it makes an analysis of the relationship between listed governance and urban community governance structure transformation.Finally,it constructs the mechanism of the transformation of the urban community governance structure driven by listed governance,and points out the characteristics of urban community governance structure during its transformation driven by listed governance.In the part of the requirements of the listed governance to the urban community governance structure transformation,this paper argues that listed governance puts forward requires that the organizational structure transformation should have the multi-participated organizations,clear organizational boundaries and organized activities.In the functional structure transformation,it requires that the functional structure transformation should match its function with its demand,match its function with its organization,and make a reasonable distribution of functional structure.In the power structure transformation,it requires that the power structure transformation should have plural power subjects,the clear powerful boundaries and the well matching of power and responsibility.In the interest structure transformation,it requires that the interest structure transformation should have clear interests' boundary,clear interest expression channel and shared interest's achievement.In the part of the practical dilemma of the transformation of urban community governance structure driven by listed governance,it presents some realistic dilemmas of the transformation of urban community governance structure.In the transformation of its organizational structure,the dilemmas exist such as the misalignment of community party organization,the blurring of community government organization boundaries,the alienation of community self-government organizations,the poor development of community social organizations,and the disorder of community market organization.In the transformation of its functional structure,the dilemmas exist such as the missing community autonomy,the poor public service and social governance function.In the transformation of its power structure,the dilemmas exist such as the institutional conflict of autonomy and administrative monopoly,the spatial compression of administrative power on autonomy,and the structural conflict of multi-governance power.In the transformation of its interest structure,the dilemmas exist,for example,the scattered interest demand leads to the form of fuzzy interest boundary,the irrational interest expression leads to the poor interest expression channel and the dissimilative interest structure leads to the difficulty of interest integration.Based on the above research,this paper constructs the ways to achieve the transformation of urban community governance structure driven by listed governance.The ways to achieve the transformation of its organizational structure driven by listed governance consist of promoting the coordination between the community party organizations and the community organizations,strengthening the independent development of autonomous organizations,ensuring the development space of social organizations,and stimulating the participation of market organizations.The ways to achieve the transformation of its functional structure driven by listed governance consist of promoting the return of community autonomy function,strengthening the public service function of the community,and realizing the modernization of social governance.The ways to achieve the transformation of its power structure driven by listed governance consist of changing the way of administrative empowerment,completing the process of technology empowerment and defining clear rights and responsibilities boundaries.The ways to achieve the transformation of its interest structure driven by listed governance consist of constructing clear interest boundaries,simplifying interest expression procedures and promoting community interest analysis.Finally,this paper proposes the concept of technological transformation of urban community governance structure,which is used to summarize the overall characteristics of urban community governance structure transformation driven by listed governance as a tool for technical governance.The path of this kind of technological transformation is due to the introduction of listed governance in urban community governance,use various community governance lists to regulate the process of urban community governance,to achieve the transformation of urban community governance structure from traditional to modern.
