Research On The Relationship Between Government And Social Organization Based On Contract Governance

The Chinese government has purchased services from social organizations in practice for more than 20 years.Specific policy documents have been implemented for six years.At the same time,in advocating for the transfer of government functions,the diversification of governance subjects and governance methods,contracts are playing an increasingly important role as a new governance tool and governance method.In the context of government-society relationship adjustment and governance,what is the contractual relationship between the government and social organizations,and what role does it play?Based on this logistic,this disertation attempts to answer four specific questions in the service purchase process analysis.Firstly,what is the logical starting point for the contract relationship between the government and social organizations during the contract conclusion stage?Secondly,what is the governance status of the contractual relationship between the government and social organizations during the contract operation phase?Thirdly,at the end of the contract,how does the contractual relationship between the government and social organizations affect the social services purchase?Fourthly,what role does the government's contract management capabilities play in the operation of the entire contract relationship?Centered on these four issues,this disertation takes the social service purchase of Xiamen as an empirical analysis object,and establishes an analysis framework of"subject action strategy-mechanism constraint".This disertation analyzes the "threephase" operation process around the contract operation in the analysis framework,and extract the possiblc action strategies and constraints of the main body in each stage of the contract operation.It is believed that the whole process of the contract operation revolves around the government's contract management capabilities.To sum up,the research in this paper enriches the theoretical research on contract governance to a certain extent,and through case studies,it is tested in the practice of Chinese purchasing society.
