traditional family pension function weakening and the government economy being overwhelmed,socialized pension has become the realistic way to relieve the burden of pension in China.As a modern old-age care method,socialized old-age care refers to the old-age care function shared by multiple service subjects including the government,family,market and community to meet the needs of all the elderly through the social approach under the principle of combining the government with the participation of social forces.From the perspective of providing subjects,socialized pensions emphasize the transformation of pension resources from the traditional family and government's one-dimension or two-dimension to multiple subjects including communities,social organizations,and pension institutions.From the perspective of the object of socialized old-age care,socialized old-age care is aimed at all elderly people in the society who have needs for old-age care.At the same time,socialized old-age care lays more emphasis on the organic combination of the dominant role of the government,the decisive role of the market,as well as the professional service characteristics of the elderly service subjects such as communities,social organizations and old-age care institutions.Socialized pension service is an inevitable requirement to improve the welfare system for the elderly and continuously improve the quality of life of the elderly.It is also an important part of the construction of social pension service system in China.With the continuous growth of the demand for old-age services and the continuous improvement of the level of demand,the construction of social old-age services should be put in a more important position.As a fundamental issue that affects the political stability of the country and the harmonious development of society,on the one hand,how to solve the problem is closely related to the ruling party 's ruling effectiveness and determines its role.Since the old-age service has both the characteristics of government security and the nature of social welfare,adapting to the objective needs of the transformation of government functions in the new period,cultivating and supporting multiple subjects to participate in the construction and development of the old-age service,and improving the government 's ability to govern the socialized theoretical analysis framework of the functions of the government's elderly care service.According to the theory of government functions,from the perspective of the government management process,combined with the practical needs of social pension services for government functions,define the functions of the government for policymaking,planning functions,organization functions,supervisory functions,such as four elements,clarify the function of each factor,for our country government function theory provides a new perspective.At the same time,in terms of the choice of research tools,a survey and interview is designed for the government functional departments responsible for the elderly service and the social forces participating in the elderly service,which has certain tool value in the systematic analysis of the government functions in the social elderly service.2.In the first study,there is a phenomenon that the research of objects is more important than that of subjects.There is little attention paid to the research perspective of the linkage between the key subjects in the development of socialized elderly care services,such as the government,social organizations,communities,families and other core subjects.Social pension service is a process in which multiple subjects act together.One of the highlights of this paper is how the government,which is the foundation and core of socialized elderly care service,pulls out the action logic of different subjects in the interaction process of multiple subjects,carries out resource integration and mobilization,and realizes the cooperative governance of multiple subjects.3.Innovation of research conclusions.This paper summarizes the new research conclusions on the functions of the government in China's social pension services,which are mainly shown in the following three aspects :(1)Optimize the government's decision-making function and improve the quality of government's decision-making for socialized pension services.The decision-making process is the core of government administration,and whether the government's decision-making is scientific and fair is the key factor to determine whether the social pension service can run smoothly and healthily.(2)Improve the functions of government organizations and build a coordinated relationship between the government and society in socialized pension services.The status quo of the provision of socialized elderly care services in China shows that any single supply entity has its own supply dilemma,and it is in this context that it is necessary to integrate multiple forces to reconstruct the political and social relations in China's socialized elderly care services and establish a supply entity Collaborative governance model to achieve a "strong alliance" between the government and society.(3)Deepen the reform of government governance system.In the process of exercising its functions,the Chinese government still has the problems of dislocation,absence and offside in different degrees,which indicates that the government fails to accurately locate the boundary and scope of its own function.Therefore,this article proposes to further deepen the reform of the government governance system in terms of transforming the government governance concept,establishing a multi-subject linkage mechanism,and improving
