Problems And Countermeasures Of Socialized Pension In Rural Areas

After entering the 21 st century,the proportion of aging population in China's rural areas increases rapidly.In addition,rural labor force keeps migrating to cities for work,and the family size decreases,etc.,resulting in great pressure on traditional family pension in rural areas.Therefore,it is imperative to explore and promote the development of rural social endowment process.The starting point of this paper is based on the actual situation in rural areas,and the social equity theory,human rights protection theory and maslow's demand theory are taken as the theoretical basis for the research on the development of socialized old-age care.This paper reviews the development process of socialized old-age care in rural areas since the founding of new China,and summarizes,generalizes and analyzes the current situation of socialized old-age care in rural areas.This paper argues that the main problems of socialized old-age care in China's rural areas at present include: difficulty in raising funds,low level of security,conservative concept of old-age care,low level of government support and single mode of socialized old-age care.In view of the above problems,combined with the actual situation of our country,drawing lessons from the experience of other countries in the development of rural social pension,put forward the following countermeasures and Suggestions: expand rural social pension financing channels,widely attract social capital;Increase government financial input and drive social capital input;To build a professional talent team and improve the level of socialized old-age care management;Strengthen the publicity of socialized old-age care,change the concept of old-age care for farmers;Improve the function of the government pension,build a diversified support system;Improving the construction of relevant legal system of rural socialized old-age care;Innovate the mode of rural socialized old-age care and build a diversified social old-age care service system.
