The Main Institutions And Theirs Function Adjustment In The Organization Reengineering Of Urban Community In The New Era

In the governance structure of urban grass-roots communities,the main institutions of governance is an important part of driving force.The effectiveness and development trend of grass-roots social governance are determined by the resultant force formed by the inter institution relationship and its function adjustment.Whether it is because of the innovation requirements for the transformation of urban community from traditional to modern system,or the evolution of external technology and the transformation of governance mode,the urban community governance in China must complete the reform of organization reengineering.The core of organization reengineering is to redefine the role-function of various participants under the conditions of new technology,new background and new demand.With the main institution relationship and its function adjustment as the core,effectively respond to the supply of public products and the satisfaction of public demand,realize the process of urban community organization,is the essential and difficult point to promote the modernization of the governance system and capacity of grass-roots organizations in the new era and to form governance practice and experience based on China's national conditions.Based on the above background,this research regards urban community organization reengineering as a system process of structure-function,involving the following three relationships:What is the governance structure framework of community organization reengineering? How to achieve governance objectives through functional adjustment,and what are their action strategies and motivations? What are the effectiveness and limitations of community organization reengineering? To figure out the answers,we have to focus on the internal practice of community organization reengineering,discuss and verify how the composition of governance elements can effectively achieve governance goals.The overall research design of this study is as follows.Choosing the combination of empirical research and literature research,comparative research and case analysis as research method.Based on the historical changes and social background of urban community governance system,the exploration and innovation in the reform of urban community organization reengineering in M District of Shanghai in recent years is the blueprint of the actual political practice.The purpose of this research is to understand the process of Chinese governance,especially the significance of organization reengineering for social construction,governance system development and technological innovation,and to promote the transformation from Chinese governance to world participation.The main conclusions of this study are as follows:Firstly,the process of urban community organization reengineering in China focuses on the relationship between the main institutions and the adjustment of its functions,takes responding to the needs of citizens as the end result,and solves the development and innovation needs in both internal and external aspects,gradually forming a governance practice based on China's national conditions.Secondly,the organization reengineering of community governance is not simply to copy a certain governance mode,it is to effectively achieve cooperative governance among various institutions on the basis of responding to the role function orientation of each governance institutions,that is,the process of the formation of governance model in the context of Chinese governance.Thirdly,organization reengineering in Chinese grass-roots community governance provides experience in governance methods and new experience different from the new public management movement in western history,as well as the governance practice exploration of the later-development countries and different perspectives for the developed countries to examine the governance experience.
