The social organization of drug control is a unified discourse concept,and its main service object is the rehabilitation drug addicts in the community after leaving the drug rehabilitation center or failing to meet the conditions of compulsory treatment;its main work content is to debug and correct the psychological and mental state of drug addicts through publicity and education,employment support,temporary assistance,drug prevention,psychological intervention,etc.;it is registered by the civil affairs department;and Although not registered by the Civil Affairs Department,but registered in the market supervision department,social organizations,private non enterprise units,foundations and other social organizations constitute;the main purpose is to help drug users improve their social adaptability,try their best to overcome "personality degradation" and help drug users successfully return to society by embedding into the system mechanism and organizational arrangement of drug control structure in China,And actively create a good atmosphere for the whole society to support and care for drug addicts.Due to its special geographical location and other multiple factors,southwest ethnic areas(mainly including the three provinces of Yunnan,Guizhou and Sichuan;Guangxi,Tibet Autonomous Region and Chongqing)have become one of the key regions with severe drug situation in China.In recent years,southwest ethnic areas have actively explored the road of drug control socialization,vigorously developed drug control social organizations,and achieved remarkable results.Institutional environment shapes social organization.For drug control work in ethnic areas,the introduction of social organizations to promote drug addicts to return to society is a new revolution,involving the interaction process of identification of the new system and social identity building.It is particularly important to explore how the institutional environment in ethnic areas supports,cultivates and regulates thedevelopment of local drug control social organizations.If we want to explain this question,we must answer the specific questions,such as what structural elements are contained in the institutional environment of drug control social organizations in southwest ethnic areas,what "heterogeneity characteristics" are presented,and how to improve the local institutional environment to promote the healthy development of drug control social organizations in Southwest ethnic areas.In this study,the representative drug control social organization in southwest ethnic areas,Qiandongnan Prefecture H organization,is selected as a case study.Through in-depth analysis of the structural elements and impact mechanism of the institutional environment it faces,the overall picture of the institutional environment of drug control social organization in southwest ethnic areas is explored.It is worth pointing out that,due to the wide area of southwest ethnic areas,there are some differences in the formation structure,operation mechanism and institutional environment of various drug control social organizations.Like most qualitative case studies,how to deal with the relationship between macro and micro,universality and particularity through in-depth case studies of H organization is also the problem this study attempts to solve.Structural functionalism holds that all structural elements in the institutional environment are organically constituted,and play their functions under mutual connection and interaction,so as to jointly influence the social organization as an organism.It can be seen that the influence mechanism of institutional environment on social organizations in ethnic areas is also regular.Based on this,this study believes that although the case study of H organization can not be simply deduced as a conclusion about the overall institutional environment of drug control social organizations in southwest ethnic areas,the institutional logic faced by H organization and the strategic choice of drug control social organizations in southwest ethnic areas under the influence of the established institutional environment are worth discussing,and it is possible to extract about southwest ethnic groups from it The explanation mechanism for the generalization of the institutional environment of regional drug control social organizations has realized the transition from a unique case to a general whole.This paper is divided into eight parts.In the first part of the abstract,the mainproblems,research ideas and basic research conclusions of this study are briefly described.In Chapter one In the introduction,it explains the reason for the research,first explains why H organization is selected as the case of this study,and then combs and summarizes the relevant research results in the four fields of social organization,drug control social organization,social organization in ethnic minority areas and the influence mechanism of institutional environment on social organization based on the research needs,and makes the types,research methods and related concepts of this study Brief description.In the second chapter,the theoretical basis and analysis framework,this paper introduces the classic theories of social organization research,which are rising in the second half of last century: "resource dependence theory" and "New Institutionalism Theory".On this basis,the paper discusses the structural elements of institutional environment,and puts forward the analysis framework of institutional environment and action strategy.In chapter three H organizational structure features,this paper introduces the organizational nature,organizational structure,personnel composition,work responsibilities,funding sources,etc.of H organization,analyzes the organizational characteristics,and expounds the background environment and operation results of organization creation.In chapter four the forms and characteristics of the formal system of H organization,this paper expounds the supply and forms of the formal system of H organization from three aspects of macro policy,micro policy and implementation policy,and analyzes its characteristics.In chapter five,the influence mechanism of formal institution on H organization:structural embeddedness mechanism,it is discussed that this formal institution will influence H organization through structural embeddedness mechanism.In chapter six,the forms and characteristics of the informal system of H organization,the paper expounds the supply and the forms of the informal system of H organization from four aspects: the interpersonal relationship network of the difference order pattern,the public spirit of narrow concern,the high trust within the ethnic group and the traditional and effective social control,and analyzes its characteristics.In Chapter 7,the influence mechanism of informal institution on H organization: trust mechanism,this paper discusses that this informal institution will influence H organization through trust mechanism.In the eighth chapter of countermeasures and suggestions,the corresponding countermeasures and suggestions are put forward from the formal system and informal system.The innovation of this study is as follows:One is to combine the theory of resource dependence with the theory of new institutionalism.The theoretical innovation of this study lies in the integration of the two theories on the structural elements of institutional environment and the influence mechanism of institutional environment on social organizations.Taking the institutional environment needed by H organization as the starting point,this paper explains the input path of institutional environment on H organization,the interaction between them,the dependence on institutional environment,and the various kinds of institutional dependence and autonomy that H organization has to overcome and maintain Efforts and results.At the same time,different from the existing research,this chapter regards the institutional environment of social organizations as a combination of formal system and informal system,including not only the incentive and constraint structure jointly shaped by multi-level governments with different behavioral logic and governance preferences,but also the informal institutional environment under the trust network mechanism.It is this complex structure that strengthens or weakens the development of social organizations.Second,from the perspective of research mechanism,it analyzes the impact of institutional environment on social organizations.At present,the research on social organizations in China is mainly based on the surface of experience.It is often seen that the terms of "semi official and semi civilian","combination of official and civilian","equal cooperation","socialization,marketization and autonomous operation" do not rise to the level of experience promotion and theoretical generalization.The mechanism research emphasizes the internal mechanism and way to make the system run in a healthy and orderly way by clarifying the procedural rules.This study introduces the concept of mechanism,and explores how formal system and informal system influence H organization through structural embedding mechanism and trust mechanism on the basis of some existing basic conditions.The study of the influence mechanism has broken through the limitation of the description of the general phenomenon and the summary of the shallow experience,and grasped theoverall characteristics and the influence mechanism of the institutional environment of the drug control social organization in the southwest ethnic areas.
