The Development Environment And Autonomy Of Social Organizations In Ethnic Areas

Since the 18 th National Congress of the Communist Party of China,social organizations have had a brand-new space for development and progress.Thanks to the strong support of macro-policy,social organizations,as an independent "living body",also have the soil and space for their survival.The relationship of development environment is gradually becoming the focus of current academic circles.Based on my country's "strong country,weak society" management system,social organizations are embedded in the national system,and the institutional environment is regarded as the primary factor for its survival and development,which is manifested in the high dependence of resources and the constraints of social participation.With the transformation of national government functions,market development and grassroots social service needs have shown a diversified trend.As an important participant in the national governance system,social organizations have emerged in various industries and fields of various types.The market environment has become another factor in its survival and development.As an important participant in improving people's livelihood and promoting harmony,the public service of social organizations is the fundamental attribute of its survival.Under the combination of system and market,the space for professional capabilities to become a public service environment for its development.At this stage,academic research on the autonomy of social organizations focuses on how autonomy can be exerted in a single environment such as institutions.There is still much room for analysis and research after the integration of the three environments of institutions,markets,and public welfare services.Based on the above research background,taking the actual development environment of social organizations in ethnic areas as a starting point,comprehensive analysis of the causes of the autonomy of social organizations in ethnic areas and the causes of their multi-level characteristics in a complex environment created by the interaction of institutions,markets,and public welfare services,specifically,23 social organizations in Hohhot City were used as the research object to conduct investigations and researches on the status and causes of the autonomy of social organizations in ethnic areas.The research found that the development environment of social organizations in ethnic areas is complex-while highly dependent on the institutional environment,regional market demand is sluggish,the market environment under the lack of standardized guidance,and the public welfareservice environment with inadequate social welfare service experience and professional service technology system.The interaction of the three environments affects the survival and development of social organizations.Of social organizations give full play to their autonomy and form a "combined" business model to promote the orderly development of organizations.Based on the above research,from the perspective of the macro-survival environment and the development of the organization itself,different suggestions are given to promote the healthy development of social organizations in ethnic areas.
