Regional public goods contain rich connotation,which open a door for the regional cooperation study of international relations.Focusing on the core research problem of how to generate the supply model of regional public goods,this paper combs the knowledge about regional cooperation in the theory of public goods and international relations and puts forward the analysis frame of "the relative change of regional unit strength-the degree of concentration and decentralization of regional power structure-the change of regional public goods supply center-the generation of regional public goods supply mode",and probes into the generation structure of the regional public goods supply model.Through the construction of the south pacific regional system and the three stages of the evolution of the public goods supply model,there are the hegemonic group supply model during the metropolis period(1947-1962),the supply model of competitive mechanism in the period of localization(1962-1989)and the supply model of complementarity mechanism after cold war(1994-present),which verify the rationality of the analytical framework.It points out that the formation of regional public goods supply model is the result of the interaction and balance of internal and external powers in the region.In the interaction of regional system,the supply of regional public goods is an important strategic way for great powers to obtain power,maintain authority and stability of the system.For small countries,it is the need for survival and development.
