Rough Governance:The Study Of The Grassroots Governance Mode Of Villages With Intensive Interests In The Outskirts Of Beijing

Abstract/Summary:
With the further urbanization and industrialization of our nation,many conflicts emerge in the villages in eastern coastal areas and suburban areas.As a result,these regions become the new focus in rural studies.Because of gathering a large amount of interests and possessing abundant opportunities,these villages are referred to as "villages with intensive interests".By taking villages with intensive interests in M district in Beijing as examples,this paper discusses the grassroots governance mode of villages with intensive interests in the outskirts of Beijing.In this paper,the governance mode of villages is generalized as "rough governance",and the most prominent characteristic of the mode is "strong village but weak town",which is the key to understand rough governance.The main part of this paper focuses on the forming process of "strong village but weak town".Under competitions for interests,talents have become governors of villages.Through the governance structure of cooperation and interest nets of power,the relatively stable governance order has been maintained in villages.Additionally,the villages have become general welfare villages.However,due to the centralization of the village-level power,the tendency of oligarchy in village governance is obvious,the villages governed by talents have generally become strong villages which are out of the control of grassroots governments.Under the confrontation of strong villages,town governments have been transformed from the strong to the weak in the process of governance.In addition,the upper governments exert pressure to the town governments continually.As a result,town government has formed the logic of tactical action under the dual pressure of strong villages and the upper governments,which may further weaken the authority of town governments and consolidate the strength of villages.In general,"strong village but weak town" is the expression of grassroots governance crisis,and substantial absence of the normal power is one of the fundamental causes which have caused the "rough governance".To get rid of the "rough governance",the grassroots governance should be changed and based on rules.All of these is the direction of grassroots governance in villages with intensive interests in the outskirts of Beijing.
