Research On Government Collaboration Mechanism In The Construction Of National Agricultural Science And Technology Park

Scientific and technological innovation is an important support for agricultural development.It is impossible for a country to realize agricultural modernization without technological innovation.In 2001,in order to catch up with a new round of agricultural technology revolution,under the guidance of the State Council of China,the Ministry of Science and Technology in conjunction with other five ministry agency start the construction of the National Agricultural Science and Technology Parks(NASTPs).Since the establishment,NASTPs have been highly valued by the central government,the central document No.1 has nine times to make the deployment of the parks work.After nearly 20 years of development,the NASTPs have made great achievements,however,there are also problems such as insufficient concentration of factors,low level of innovation,demonstration driving capacity is not strong.The construction and development of the NASTPs should not only play the decisive role of the market in the allocation of resources,but also play a better role of the government.The healthy and rapid development of the parks cannot be separated from the government at all levels and various departments to work together to build a supporting policy support system for the development of agricultural high-tech industries to create a good ecological environment.In the study of various types of parks,the existing literature pays little attention to the problem of government collaboration,although many scholars have affirmed the key role of government in the development of parks,but there are shortcomings in the internal mechanism of government departments.On the one hand,most scholars regard the government as a subject or basic unit,abstract the interaction between the government,and pay no attention to the impact of the internal collaboration relationship on the development of the park.Combined with the needs of theory and practice,this paper explores the inner mechanism of government departments in the construction of NASTPs,so as to better play the role of government in the construction of the park and promote the upgrading and high-quality development of China's ASTPs.First of all,according to the structure of government organization in the construction of the parks,the paper divides the government collaborative organization system into macro-micro-level,of which the macro-level is the central,provincial and local government collaboration,and the micro-level is the internal collaboration of local government.Secondly,the paper analyzes the government collaboration in the construction of the parks from two levels,focusing on the motivation of collaboration,the mechanism of collaboration,and the problems of collaboration.Thirdly,according to the government function in the construction of the parks,the influence of government collaboration problem on the development of the parks is analyzed.Finally,combined with the experience of the construction of the national high-tech zone and the national modern agricultural park,the paper puts forward the path and countermeasure suggestions for the government to optimize the promotion.The paper found that:First,the construction of the NASTPs have initially formed a system of division of labor and collaboration among all levels of government and various departments.At the macro level,the central,provincial and local governments have formed a clearer mechanism of division of labor and collaboration,and at the micro level,local governments have generally constructed county-level collaboration mechanisms and cross-sectoral collaboration mechanisms.The government in the construction of the NASTPs have formed a cooperative organization system,and the operation of this cooperative system determines the role of the government in the construction of the parks,from the impact of the construction and development of the parks.Second,government collaboration plays an important role in promoting the development of the parks,but there are still many shortcomings in the construction of the parks.The central,provincial and local collaboration system is not perfect,lack of collaboration capacity,lack of collaborative action,so that the parks construction lack of supporting policy system,failed to effectively play the role of the government.Third,the failure of incentive is an important reason for the lack of action in the construction of local government parks,and the root cause of the lack of incentive comes from many aspects.Due to the low economic benefits of the park,the large gap between urban and rural development and the income of workers and peasants,and the lack of incentives and supervision of the central and provincial governments,the construction of the parks have not formed enough incentives for local governments.Local governments lack the motivation in the construction of the parks,pay less attention to and support the construction of the parks,which is not conducive to the county and city collaboration and cross-departmental collaboration to promote the parks construction.Fourth,there is an authoritative dependence on government collaboration in the construction of the parks,and local party and government leaders play a key role in local inter-departmental collaboration.According to the role of local party and government leaders in collaboration,the cross-sectoral collaboration of a single government construction parks can be divided into strong governance mode and weak governance mode.According to the role of county and city party and government leaders in collaboration,the cross-departmental collaboration of the county and city co-construction park can be divided into block with strips to do,county level with municipal bureaus to do,municipal push county level to do,block to do four models.Fifth,the lack of government collaboration will affect the functioning of the government,which will adversely affect the construction and development of the NASTPs.Because of the characteristics of the park itself,the decentralized system of government functions and the special environment in which the park is located,the construction of the parks require all levels of government and various departments to work together to play the role of government functions.The lack of government collaboration is a kind of performance of the government's inefficiency and function,which affects the role of the government in the construction of the parks,thus affecting the construction and development of the parks.This thesis leads to the following enlightenment: the development of NASTPs can not be separated from the role of the government,the government's internal collaboration determines the overall role of the government in the collaboration of the parks.The construction of the parks needs to be promoted by the collaboration of governments at all levels and various departments to provide supporting,complete and systematic policy support for the parks.In view of the current lack of government collaboration in the construction of NASTPs,it is necessary to strengthen the parks' macro-management innovation,provide appropriate incentives and constraints to local governments,and build a coordinated and complementary policy system for “central province-local”;clarify that counties and cities are in the process of parks construction responsibilities and obligations to guide the local area to improve the park management system and mechanism,forming a good situation in which various departments coordinate to promote the construction of the parks.
