The Developmental Models And Run Mechanism Of The Honghe National Agricultural Science And Technology Park

Agricultural Science and Technology Park (ASTP) is a new sort of agricultural model. The developmental models and run mechanisms of different regional characteristics in different stages are vital to its survive and development. The study of developmental models and run mechanisms of Honghe National ASTP not only gave a view to explore Honghe model and Honghe park's construction and development, but also provided a new alternative strategy for China Agricultural University's technological fruits transform and school-enterprise cooperation.This paper compared the developmental models and run mechanisms of several typical ASTP and clarified the common characteristics and the difference of existing models. Strategy orientation of parks was presented by analyzing the technological requirements of Honghe State regional agricultural development and the leading industry of the park. According to the function orientation and the construction contents, three different developmental stages of the park construction were presented, and the developmental models and run mechanisms of different stages were studied. The main results were as follows:The strategy orientation of Honghe ASTP, which would be the cradle of local agricultural technological fruits transform and radiation, the demonstration base of modern agriculture and agricultural industrialization, and the incubation platform of agricultural science and technological enterprise, was clarified. It would exert important effects on the demonstration and transform of agricultural technological fruits, not only to Honghe State agricultural and rural economics, but also to Yunnan Province and those of the similar areas in China.The objectives to construct Honghe National ASTP to be the agricultural "silicon valley" in the south-west China and to form the "Honghe model" of technology driving agricultural industrialization and regional economy development were presented. Three stages of the park construction and development would be included.The initial and exploring stage (1998-2003): the introduction and demonstration of new varieties and new technology, the training and service of new agricultural technology; establish preferential policy and measures to attract enterprises into gardens; develop cooperation with institutes and colleges, make the park to be the base of research, exploration and talent cultivation and training; make development blueprint of the park and so on; make sure state governments are the main body of management and investment, their tasks were: give macro-guidance and provide support and service of policy and technology, create a good environment for park construction and development, for example: give macro-guidance and make overall plans; coordinate and organizes, and standardize administration; provide policy support and commonweal service; actualize supervision and run inspection and management.The cooperating and aggregating stage (2004-2005): form park developmental systems including nuclear district, demonstration district and radiation district etc. form innovational systems of technology exploitation, introduction, transform and technology training, form modern production systems of excellent quality, high efficient agricultural products production and procession, relying on the foundation of "agricultural products quality security test center" in the park, form park industrialization business system, basing on the key enterprises of "Honghe Green Technology Company " and "product flux and technology trade center" in the park. Establish sound run mechanisms of "governments guide, enterprises operate, introducer participate, farmers benefit" which adapt to the requirements of market economy. Harmonize the benefits among governments, enterprises and farmer and coordinate the relationship among technology, market, talent and management, form varied channel investment and financing mechanism, form new mechanism of technology and talent introduction, technology spread and technical service.The innovative and promoting stage...
