With China entering the mid-stage of urbanization,Report of the Nineteenth National Congress proposed the “regional coordinated development strategy”,this refers to speed up the development of urbanization.Land acquisition is one of the most important tools to develop urbanization.Unfortunately,unexpected social security events and mass emergencies have occurred frequently.Emergent land acquisition mass events are not only seriously threatened the people's lives and property,but also adversely affect the social harmony and stability.Therefore,prevention strategy to emergent land acquisition mass events is urgently.The research on the Prevention Strategy for Emergent land acquisition mass events is significant.It not only helps local government standardize the process of land expropriation,but also helps avoid mass emergency.It has the significant meaning for speeding up the urbanization.As the main responsibility,the local government plays an important role to prevent emergent land acquisition mass events.Therefore,this paper adopted integrated qualitative and quantitative methodologies,from the angle of the local government,and studies the emergent land acquisition mass events.Based on the research above,we built the precaution mechanism.The research contents and the conclusions as follows:(1)Identifying the risk sources of unexpected group incidents in land expropriation.(2)Risk assessment of unexpected group incidents in land expropriation.(3)Preventive mechanism analysis of unexpected group incidents in land expropriation.On the basis of the study mentioned above,this paper proposes some specifically feasible risk guard and the risk control method and the strategy.It can provide some useful suggestions for the local government to make some significant decisions.
