Study On Village "Compound Governance" From The Perspective Of Village Community

In the early theoretical research,compound governance emphasizes the interaction and integration of governance rules.With the strong advocate of the concept of cogovernance,co-construction and sharing by the state,most of the current studies regard the compound governance as a governance mode of multi-subject cooperation and consultation.From a practical level,the actual connotation of the different social governance subject to different governance rules in the governance structure can play a role of internal mechanism,the highlight is in village governance rules of main body and the mutual relationship between,actually means that the governance rules of the relationship between multiple subject within the field and multiple contradictions will be able to reconcile.Therefore,the study of village compound governance needs to take into account both "who is governing" and "how to govern".Only through the participation of multiple subjects in the governance practice process to obtain an effective way to compound rules,can we truly grasp the essence and core of village compound governance.This research will take "village community" as the research perspective,and obtain first-hand information through field research on M Village,a Dai village in Y Province.In the interpretation framework of the mutual construction relationship between "life community" and "governance community",based on the premise of taking into account both governance subject and governance rules,And fully consider the social structure of governance subject embedding and rule operation,from the various social relations and their ties contained in the village community through the governance space's internal relevance and endogenous impetus,so as to carry out an empirical study on the cause and foundation of rural composite governance,the way of implementation and the results.Based on the interaction of the main body and the operation of the rules of village social governance,the discussion of compound governance shows that "community" not only has certain theoretical purport,but also realizes the construction of governance community on the basis of the community of social life,and its explanatory logic seems to have certain rationality.The research finds that community,as an organic union under the integration of multiple elements,is not only based on common identity consciousness,but also respects differences.From the perspective of village community,the compound relationship of different elements in the practice process reflects the mutual relationship between the main body,rules and space of social governance.Moreover,the intersection and integration of various "small communities" in different practical logics of social governance fully shows the complex subject relations in social governance and the duality of governance space of different rules operation.First of all,from the perspective of the subjects of rural social governance,all kinds of endogenous authoritative subjects in the village community are mostly the core subjects of social governance,and the symbiosis and interpenetration between such subjects and other embedded governance subjects in the village society is the necessary basis for the realization of composite governance.In the village of social governance,governance body in addition to the villages and towns government and village cadres,there are many in the village community has the power to informal authority,the main body,such as a squire,walled old and various social organization,if you can dig in the village community of social resources and energy,a variety of informal body can obtain the effective channel to participate in social governance,In addition,different governance subjects can form certain authoritative structure and relationship network in the practice of social governance through continuous coordination and integration of authority,and provide the necessary foundation for rural composite governance.Secondly,the process in which multiple subjects participate in governance practice and realize different rules operation reflects the different production relations of governance can form a governance pattern from the inside out,and thus promote the formation of inclusive and effective governance space.Finally,there is an interconstructive relationship between the realization of effective compound governance and the construction of governance community.To realize the construction of governance community by the bridging of governance space means that it will reshape the boundary of rural governance space by reconstructing various social relations in the governance field,so as to achieve better coordination and integration among various governance elements and finally achieve effective compound governance.On the other hand,in the dynamic practice of rural composite governance,multiple factors such as the subject relationship,rule operation and space production in the governance space will be reconstructed.The effective implementation of the composite governance of hometown village means that the practical function,maintenance bond and core strength of village social governance community will be strengthened.In general,In the study of "compound governance" based on village community,it is found that the inner vitality and strong social network of village social life community are important conditions for the realization of village compound governance,and this kind of compound governance,which can give full play to the endogenous main role,often has strong practical significance.The effective governance behavior is realized by main body interaction,the rational governance value is promoted by rule complementing,and the reasonable governance structure is constructed by space bridging.When the construction of governance community is realized,the compound governance of rural society will also be realized.The logic and practice of village governance presented by the mutual relationship between community and social governance has fully confirmed the practical significance of village community for rural composite governance,which reflects a benign transformation from "governance for villagers" to "governance by villagers".
