Research On China's Cross-Regional Cooperation Regime Construction With Africa From The Perspective Of Public Products

As a global issue,the issue of peace and development is particularly grim in Africa and has become the main reason restricting the development of China-Africa economic and trade relations.Under the current background,the deepening development of the global economic recession,the developing countries represented by emerging economies have the most obvious pulling effect on the economy.Among them,the “Belt and Road Initiative” and the “BRIC Mechanism” initiated by China are the most eye-catching.The connection between the "Belt and Road" and "China-Africa Cooperation Forum" mechanisms has further strengthened China-Africa relations,and this model of "South-South cooperation" has been further strengthened.On this basis,China's supply of public goods to Africa is unclear to the main body and content of the supply,and it is squeezed by international public products led by the United States.In the current situation where the Sino-US competition and cooperation situation is becoming more complex,especially after the Trump administration took office,China 's policy has changed sharply,and China needs to make breakthroughs in multilateral foreign policy and opening up.The China-Africa Cooperation Forum Beijing Summit is It should be held against this background.China takes home-field diplomacy as the starting point,aiming at the shortcomings of China 's current supply of public goods to Africa,such as the vague supply subject and supply content,the supply direction based on economic factors,and the stability of supply cannot be guaranteed.-The Beijing Action Plan(2019-2021)sets forth new requirements for the establishment of stable supply-related mechanisms for assistance,security,trade and finance,etc.,to achieve the Docking of United Nations 2030 Agenda for Sustainable Development and African Union 2063 Agenda.Through sorting out the public product theory and interpreting the existing regional public product theory,starting from avoiding the "privatization" of publicproducts and reducing the "free rider" behavior,regional public products follow the cost-benefit sharing and "beneficiary payment principles" "Mainly provided by members within the region spontaneously.Aiming at the regionalization process of the African region,taking the regionalism theory as the main framework,while the African region is regionalized by the economic spillover effect,due to the impact of negative externalities on the foreign interests of the domain,domain foreign countries are introduced as bearers of regional public goods To achieve differentiated public product supply based on the needs of members in the region.In terms of stable supply,this article introduces the explanation of the mechanism of public goods to the mechanism,and realizes the stable supply of public goods through mechanism construction.The “Belt and Road” initiative provides a new perspective for public product research.By analyzing the current situation and characteristics of China-Africa regional cooperation,the thesis combines the main content of public product supply,that is,the “Belt and Road” as a public product should include assistance mechanisms,security guarantee mechanisms,monetary finance and free trade mechanism construction.It also discusses the theory and practice of the institutionalization of China-Africa cooperation under the Beijing Summit on the achievements of the Beijing Summit of the China-Africa Cooperation Forum.In addition,in the process of discussing the construction of cross-regional public product mechanisms,the article restricts factors including national factors in the region,the limitations of the Belt and Road Initiative itself,negative externalities,and structural contradictions between global and regional public products under hegemony mechanisms Carry out a carding analysis to summarize and look forward to the feasibility and complexity of the mechanism construction level of China-Africa cooperation.
