Study On Hainan's Provincial "Multiple Planning Integration" Reform In The View Of National Governance Modernization

China ' s national governance system and capability are the prominent features of the system and execution of socialism with Chinese characteristics.Modernized national governance cannot be achieved without a suitable social system;without excellent execution,a suitable social system would come to nothing.To better adapt to the change in the principal contradiction facing Chinese society and overcome difficulties and challenges along the way ahead,we must re-double our efforts to consistently improve the system of socialism with Chinese characteristics and upgrade national governance system and capability.The provincial level reform of "multiple planning integration" is an important part of the modernization of national governance,and meets the urgent requirement to implement new development concept,promote high-quality development,and turn our social system advantage into national governance efficacy.As the "experimental field" of national reform,Hainan has taken the lead in carrying out the provincial "multiple planning integration" reform.The provincial government has made a beneficial attempt to resolve the issues of divided governance structure,and formed replicable and applicable experience.Firstly,under the background of the modernization of national governance in the new era,this paper traces back to the theoretical source of "multiple planning integration" reform,studies relevant practical problems,expounds basic concept and theoretical basis of provincial "multiple planning integration" reform through literature research method based on dialectical materialism and historical materialism,which lays a solid foundation for researching the reform in Hainan.Secondly,this paper analyzes the origins and development process of the provincial "multiple planning integration" reform in Hainan.It explains that the provincial "multiple planning integration" reform starts from the founding of the Hainan Province and extends all the way to the FTP period,going through four stages-early planning,trial and error,pilot implementation and deepening reform.Thirdly,from an systematic approach and the perspective of modernization of national governance,the paper summarizes the shortcomings of the provincial "multiple planning integration" reform in terms of planning system,implementation and supervision of the planning,coordination of laws and policies,information technology,etc.It also analyzes the reasons behind the shortcomings from the four following perspectives: lack of well-defined responsibilities and rights in the administrative management system of the reform,conflicts of interest,lack of capacity in the key actor of the reform,and the lack of efficient participation from the public.Fourthly,the paper presents approaches to deepen the provincial "multiple planning integration" reform from the perspective of modernization of national governance.They include strengthening institution,upgrading execution,and constructing coordinated promotion system to modernize the capacity and system for governance.Finally,the paper summarizes the experiences gained from the provincial "multiple planning integration" reform in Hainan from the perspective of modernization of national governance.The key is to never waver our conviction to turn the blueprint into reality.We must keep the reform systematic,holistic,and coordinated,and modernize national governance while conducting reforms.
