This thesis selects BL Middle school and HD Middle school in Chengbei department in Jiangsu province as the field research method. Field research was used in two cases. We aimed at the curriculum and teaching in the compulsory education. We consider the social and cultural changes as the background of curriculum and teaching reform, research the curriculum and teaching in the cultural perspective, which formed the problems of curriculum and teaching.The problems of curriculum and teaching emerged in the cultural changes can be classified as the two following issues, that is, "what and why" and "how". "Why" mainly involves the problem of value guide, which aims to solve the problem why curriculum and teaching begins in the compulsory education; "How" mainly involves the problem of process and method, which aims to solve the problem of the transform of curriculum and teaching, balance and fair in the school development in the compulsory education."Why to improve curriculum and teaching" pays attention to "quality school" and "weak school" in the development of compulsory education. "Weak school" mainly refers to the unfavorable school in the unbalanced development of compulsory education. It is the weakened school. "Quality school" aims not at the ceiling of student development, but at the bottom development of every student. "Quality school" owns the advantageous curriculum and teaching culture. It should accommodate all the students, and implement the different teaching evaluation based on the individual development aiming at results equality. "Weak school" and "quality school" assume the responsibility of fostering the qualified citizens with the basic capabilities. It is the government in all levels not the teacher and student in the school who should assume the responsibility of the weak school development in the compulsory education. The key to the success of the transform of weak school depends on the government policies, the evaluation systems of education staff and the continuing changes of social culture."How to improve curriculum and teaching" pays attention to the problem of "the action of the reformer" and "balance and fair" in the compulsory education. "The action of the reformer" explores the problem of "how" to improve the curriculum and teaching in the school level and draws the conclusion of appropriate change of curriculum and teaching. It explores the problem of "how" to improve the curriculum and teaching in the social cultural level, explains the problem of school choice, the problem of school survival and competition and cultural difference in the quality and balance development in the compulsory education, offers the idea of different curriculum and teaching fair, and analyses the effects of social culture on the curriculum and teaching in the compulsory education in the view of modern city polarization.
