Research On The Talent Cultivation Mode Of Chinese-Russia Cooperation In Running Schools In The Field Of Higher Education

At present,within the context of the One Belt One Road Initiative,professional talents who have a good command of Russian language and a better knowledge of the reality of Russia are badly needed for the China-Russia cooperation,the regional construction and the development of the high-level cultural exchanging mechanism between China and Russia.It is also a time when China-Russia Cooperation In Running Schools needs to break through bottleneck in its own development,which means that the talents cultivation mode needs to be optimized,so as to keep up with the development of China and of its own as well.The development of the country and the demand for talents in China-Russia industry cooperation determine the goals and specifications of the talent cultivation mode.Guided by three theories of regional competitiveness,law of internal and external relations in education and the basic law of Chinese-Foreign Cooperation in Running School,three main methods are applied in this research,namely,the methods of documentary,comparison and data analysis.A systematic research is made on the objective and specification of talents cultivation of China-Russia cooperation in higher education,Russian high quality higher education resources and the current situation of China-Russia cooperation in higher education in faculty construction,academic major setting,size,level and structure,etc.Obtain the truth by analyzing the data and then reach a conclusion that helps to find the difficulties and advantages of the talent cultivation mode in China-Russia cooperation in running schools.Finally,discuss its development rules and strategy,in combination with the analysis on the current situation of the talent training mode in some typical cases.As needed by the government and the market,China-Russia cooperation running schools aims to cultivate professional talents serving for China-Russia cooperation and regional construction under the One Belt One Road Initiative.Hereby,it is set to cultivate versatile international talents who are proficient in both Russian and specialty.After sorting out the relevant data of Russia's high-quality higher education resources,it is found that Russian universities are ideal cooperation targets for general undergraduate colleges and new undergraduate colleges in China.From its overall development and the current situation of three typical cases,there exist the following problems in its talent cultivation mode:the first problem is that the structure of its training levels is unreasonable and its specialty setting is more centered,giving the priority to undergraduate education,with higher vocational education and the master' s and doctorial education accounting for a very small portion;education at undergraduate and higher levels are focused on the majors in the fields of science&engineering and natural science.Meanwhile the higher vocational education is highly centered on rail traffic-kind majors.Secondly,the faculty construction still needs to be further improved.Professional titles and diploma levels of Chinese university teachers are below the national average level.Qualified Russian teachers introduced are insufficient in quantity,and Russian teachers are not given full play in teaching activity.Teachers at advanced age account for a relatively larger portion in the whole faculty.Thirdly,curriculums of Russian language accounts excessive more teaching hours,while the proportion of introduced foreign specialized courses is relatively small.Less attention is paid on the jointly-developed courses and the courses regarding to socialist core values.Fourthly,Colleges and universities from the 985 Project and 211 Project are less involved in it.The places setting up colleges and universities are mainly centered in Northeast China,with some even rushing headlong into mass action.Fifthly,the tuition standard is generally below the national average level.There are a lot of difficulties in raising money for running a school.In terms of subsequent development,there are still some difficulties facing the China-Russia cooperation in higher education,such as the shortage of high-level Russian teaching staff,such as,the fierce competition inside the cooperation in running schools,development limitation for the joint-diploma holders.However,opportunity and challenge exist side by side.On the one hand,some policy impetuses,the bilateral economy and trade and the cultural exchanges between China and Russia,will boost up the development of China-foreign cooperation in education.On the other hand,the fluctuation in the international higher education market brings a momentum for the the progress of China-Russia cooperation in running schools.In the future,to optimize the talents cultivation mode of China-Russia cooperation in higher education needs to adhere to the principles of China-Russia cooperation,prioritizing the cultivation of professionals urgently needed for the One Belt One Road Initiative,highlighting the feature of Specialty with Russian.In the practice of running schools,the work of party construction in terms of talents cultivation needs to be further intensified,especially in guaranteeing the purity of thoughts of the students studying in Russia in the project,as required by China on the work of party construction in China-foreign cooperation in education.To address the practical problems in terms of the enrolment,faculty construction,courses and teaching activity,etc,governmental organs need to intensify the guidance on the size and layout,encourage the participation of research universities and higher vocational colleges beyond Heilongjiang province in China-Russia Cooperation in Running Schools,expand the scale for cultivating the research-oriented and skilled personnel;Adjust the level of running a school and the structure of the specialties and subjects,according to the needs for the skilled personnel in the development of China-Russia cooperation industry and the demands for talents of local government' s economic strategy against Russia and the advantageous character of China' s colleges and universities.Promote the opportunity of international trade on higher education by making the best of the strength of Russia.Make more efforts to introduce Russian high quality educational resources;Build an academic credit exchanging system and attempt to develop the cooperation in the field of education between China and Russia in the educational clusters,such as,university alliance and educational groups.
