On the National Conference of Meeting of September,2018,President Xi Jinping indicated that we should improve the serving capacity of education upon social and economy development.Currently,the development of county level economy has been transferred from quantity to quality,which causes a urgent needs on qualified persons and techniques from vocational colleges.Recent years witnesses a outburst of cooperative education between colleges and county governments in Zhejiang,which also brought about questions as:How can colleges contribute to the county development?How are those cooperative programs going on now?How about the school-running mode and mechanisms?This paper is going to focus on the above questions and trying to provide references for the two parties of the cooperative programs.This paper introduced the combining analysis system under the triple helix and push-pull theories.By a survey been conducted through questionnaire,interview and on-line information collection in 44 vocational colleges of Zhejiang,the paper induced the general factors of the county level cooperative programs in Zhejiang.It also studied the school-running mode and mechanism through the three typical types of cooperation as incremental mode,pioneer mode and innovative mode.Data shows that the cooperative programs are driven by the push power of state policies and strategies and the pull power of county level market demanding and industrial transformation and development.It also been affected by the intermediate barrier as the differences between county level and urban school-running.Based on the formation process of county-level school-running in Higher Vocational Colleges under specific circumstances,according to the logical chain of triggering conditions,situation characteristics,behavior and results of county-level school-running,and according to the difference of the three-helix Consensus Space function,three basic modes of county-level school-running in Higher Vocational Colleges in Zhejiang Province are induced,namely,the"incremental" mode represented by Zhejiang Business Technology Institute.The "pioneer" mode represented by Ningbo Polytechnic and the "entrepreneurship" mode represented by Yiwu Industrial and Commercial College.The three modes and mechanisms put forward in this paper are not only conducive to strengthening managers at all levels in the region to find out the right problems,hold the right direction and adopt coping strategies to promote the sound development of county-level running schools in Vocational colleges,but also conducive to the realization of local conditions,consolidation of the foundation of running schools,condense the characteristics of schools,and improve the regional characteristics of Vocational colleges and strategies for the development of county-level schools as well.
