In recent years,accelerating the transformation of economic development mode and promoting the strategic adjustment of industrial structure has been the main direction of China's economic reform.The 18 th Party Congress report pointed out that "speed up the transformation of the pattern of economic development,adhere to improve the structure of demand,optimize the industrial structure,promoting the coordinated regional development and promote urbanization as the focus,put forth efforts to solve the major structural problems which restricts the healthy development of the economy." The transformation of the economic development mode and upgrading of industrial structure need a relevant change of the talent structure.In this kind of transformation,not only needs scientists to build the industrial technology system through the research and development and innovation,also needs more skilled workers that can provide the services in the production of the first line.As the pioneer of vocational education,the secondary vocational school bears the important task of the primary and secondary technical personnel.But the traditional personnel training mode of secondary vocational education has many disadvantages.Facing the great changes in the demand for talent,school-enterprise cooperation is a new running mode which responses to the social trend and meet the demand of enterprises.It is also the inevitable way to reform the talent training mode of secondary vocational schools.Only deepen the school-enterprise cooperation,the human,material,financial and other resources can be fully integrate and use.To the society,the biggest value of the depth of integration of school and enterprise,is to effectively improve the current employment difficulties.It can directly improve the employment rate of vocational college graduates.The Triple Helix theory in the domestic mainly concentrated in the higher education,while the secondary vocational education is currently less.However,this does not affect the secondary vocational schools have the interdependent relationship with enterprises and government.Like higher education,among the vocational schools,enterprises the government should also exist the triple helix.But the difference is,the triple helix in the secondary vocational education focused more on technology rather than knowledge,more attention to application rather than theory.Therefore the introduction of the triple helix theory to the school-enterprise cooperation of secondary vocational education,is no longer the cooperation which regards schools or companies or any party as the main body.It is a non-zero sum game cooperation mechanism in vocational schools and enterprises which under the guidance of the government.This paper takes Anhui province as the sample,analyze the current situation of school-enterprise cooperation of secondary vocational education through the methods of literature review,theory introduction,investigation and research.It found that the secondary school-enterprise cooperation in Anhui still stays in the primary stage.From the perspective of the triple helix theory,this study analyzing some factors that restrict the Anhui secondary vocational school-enterprise cooperation,such as the target interests differences between schools and enterprises,vocational schools lack of appeal to the enterprise,the cooperation policy lack of the incentive mechanism and so on.On this basis,combining with the triple helix model,put forward that the government should play a leading role in the cooperation,try to play the subjectivity of secondary vocational schools,and arouse the enthusiasm of enterprises in the cooperation.This aims to promote the sustainable development of Anhui secondary vocational school-enterprise cooperation,and expand new space of information economy for regional economic development.
