Under China's innovation-driven strategy,entrepreneurship education,as a new educational concept and model,has become a breakthrough for the transformation and development of local universities in China and is thus greatly anticipated.However,affected by factors such as traditional education concepts,education models,and school resources,the entrepreneurship education in local universities in China,despite its basic popularity nationwide,boasts limited successful experiences on preliminary level,which results in its failure in living up to the role of breakthrough in the transformation and development of local universities.Therefore,local universities are now facing key tasks of how to further promote the development of entrepreneurship education,bring into play the transformational breakthrough function of entrepreneurship education,and enhance the ability of local universities to contribute to regional innovation and economic development.Based on organizational transformation theory,regional innovation system theory,new functionalism theory,and organizational text theory,this article taking local universities in Guangxi as an example and starting from the current problems faced by entrepreneurship education in local universities,analyzes the manifestation and cause of the dilemma to trace the origin of the dilemma,and then try to put forward the basic ideas of solving the dilemma of entrepreneurship education.The dissertation focuses on answering questions such as "What are the problems and dilemmas of entrepreneurship education?" "What are the origins?" and "How to solve the dilemma?”etc.Organization transformation theory,new functionalism theory,regional innovation system theory,and organization text theory provide a solid theoretical basis for the in-depth exploration of the problems of and solutions to entrepreneurship education in local universities.Based on the theory of organizational transformation and the theory of regional innovation system,the process of in-depth promotion of entrepreneurshipeducation by local universities is essentially an organizational transformation process.The regional innovation system calls for local universities to give play to their roles in leading innovation and cultivating talents,which urges local universities to perform organizational transformation and development.In this reform,entrepreneurship education is a key breakthrough.Based on the theory of neo-competitive action and organizational text theory,the environment is a condition for action and the environment has a restrictive effect on action.Consequently,promoting the transformation of local universities to provide organizational support for entrepreneurship education is a key to activate the breakthrough role of entrepreneurship education.Meanwhile,more tests of entrepreneurial education organization in local universities should be encouraged to accumulate organizational knowledge.Although entrepreneurship education in local universities in China has been basically popularized,a series of problems do exist in it.By selecting twenty-two local universities in Guangxi as examples,this article has investigated into the current situation of entrepreneurship education in local universities and found out that although the entrepreneurship education courses in local universities are listed among the compulsory courses and entitled to credits,there are still a series of problems restricting in-depth development of entrepreneurship education.First,entrepreneurship education faces a deviation in the concept and a obvious utilitarian in the nature;second,current entrepreneurship education features an incomplete curriculum system,single curriculum structure,lagged-behind of the practice platform construction,and insufficient teachers;Third,entrepreneurship education lacks support in system,resources,culture,and environments.Fourth,entrepreneurship education lacks support from university transformation and local universities' transitional development,facing the dilemma of“where to go,what to do,and how to do it”,fails to provide strong support for the development of entrepreneurship education.At present,due to the mutual entanglement and restriction of exiting problems in entrepreneurship education in local universities,entrepreneurship education has fallen into an overall dilemma.First is that it is difficult to get rid of traditional path dependence.When being promoted in most local universities,entrepreneurship education would return to the old path of employment education,be it consciously or unconsciously led by local universities.Second,in the process of advancing entrepreneurship education,related personnel,organizations,systems,and activities often act in isolation,and it is difficult to synergize between the various elements and form a joint force.Third,organizational tests are difficult to carry out effectively,resulting in insufficient organizational knowledge and making it difficult for entrepreneurship education to develop further.These three dilemmas are entangled with each other,which constitutes a unsolvable overall dilemma.There are multiple reasons behind the overall dilemma of the entrepreneurship education of local universities.First,the environmental support required for entrepreneurship education in local universities is not in place.The industrial environment,the cultural environment and the institutional environment inside and outside the university,on the whole,provide limited support for and even obstruct entrepreneurship education.Second,resource constraints are difficult to break.Entrepreneurship education is a systematic project requires high investment.The necessary resources are the basic prerequisites for entrepreneurship education.However,due to various factors,the shortage or even gap in the human,material and financial resources for entrepreneurship education in local universities prevents entrepreneurship education to take off.Third,the vast majority of local universities lack endogenous motivation for entrepreneurship education.It seems that almost all local universities are conducting entrepreneurship education,but in fact,this so-called entrepreneurship education practice is mostly the product of external forces.Because of the lack of endogenous motivation,entrepreneurship education inevitably stays on the surface or alienates into utilitarian behavior.These three reasons make it difficult for local universities to start entrepreneurial education,and unsustainable for entrepreneurial education after a start,not to mention an in-depth development.Furthermore,the origin of the overall dilemma is not these three major reasons but the dilemma of organizational transformation: it is difficult to implement real entrepreneurship educationwithin the traditional organizational framework.It is the predicament of the organizational transformation of local universities that restricts entrepreneurship education and makes it difficult to innovate.It can be concluded that the organizational transformation dilemma is the origin of the overall dilemma of entrepreneurship education in local universities.At present,the key to solving the dilemma of entrepreneurship education in local universities lies in an effective promotion organizational transformation.This article analyzes the causes and origin of the entrepreneurial education dilemma in local universities,and proposes three basic aspects as breakthroughs for the current entrepreneurial education dilemma in local universities,including organizational transformation promotion,entrepreneurial education system improvement,and the entrepreneurial education organization test step-up.Firstly,advancing entrepreneurship education through organizational transformation is what to start with.Transforming local universities from organizational universities to entrepreneurial ones to promote the development of entrepreneurship education is a feasible choice.It requires local universities to initiate changes in the organizational goals and missions.The organizational structure must be changed from a fixed static hierarchy to an elastic dynamic matrix structure.The organizational functions must change from being management-oriented to service-oriented.The organizational culture must change from traditional academic one to an entrepreneurial one.Secondly,setting up a sound entrepreneurship education system is the basis.Local universities need to make overall plans to promote the construction of the entrepreneurship education goal system,curriculum system,practice system,teaching staff,and support system to achieve the coordinated development of entrepreneurship education.Finally,improving the relevant mechanism of entrepreneurship education organization test and accumulating organizational knowledge is the key.Local universities need to carry out a large number of independent entrepreneurship education organization tests,accumulate organizational knowledge,and provide practical and effective support for the deepening of entrepreneurship education.
