The ideological and political theory courses in colleges and universities is a set of curriculum system set up by colleges and universities in China to carry out mainstream ideology's ideological and theoretical education,which is composed of compulsory courses and elective courses of ideological and political theory courses for Junior college students,undergraduate students,postgraduate and doctoral students.It is a major event “about the overall situation of ideological work,the continuation of the cause of socialism with Chinese characteristics,and the realization of the Chinese dream of the great rejuvenation of the Chinese nation.” The function of the ideological and political theory courses in colleges and universities is not limited to the scope of colleges and universities or the field of ideological and moral development of college students,but also related to the sustainable cultivation of the new generation in charge of national rejuvenation,the socialist builders and successors with allround development of morality,intelligence,sports,beauty and labor.The “Basic requirements for ideological and political theory courses teaching in colleges and universities in the new era” point out: “the ideological and political theory courses undertakes the task of systematic Marxist theory education for college students.It is an important position to consolidate the guiding position of Marxism in the ideological field of colleges and universities,adhere to the direction of socialist school running.It is the main channel and core course to fully implement the party's education policy and implement the basic task of Strengthen Morality and Cultivating People,and it's the soul course to strengthen and improve ideological and political work in colleges and universities,to realize the connotative development of Higher Education.” The series of positioning in the “Basic requirements” points out the great strategic significance and core content of the ideological and political theory courses in colleges and universities.How to carry out the effective education of Marxist theory,how to ensure the implementation of the basic task of Strengthen Moral Education and Cultivate People,and how to use all the favorable resources inside and outside the school to promote the construction and development of their own and the realization of their functions are the major practical issues that curriculum construction must deal with.Among them,the key is to stimulate the endogenous power of the curriculum and promote the connotative development of the construction of ideological and political theory courses in colleges and universities.In March 18,2019,General Secretary Xi Jinping stressed at the teachers' forum on ideological and political theory courses at school: “We should make it an important project to promote the integrated construction of ideological and political courses in primary and middle schools as a whole,and promote the connotative development of ideological and political courses.” Guided by the important statement of the General secretary,retrospect the development path of ideological and political theory courses in colleges and universities for more than 70 years,it is found that,in sharp contrast to the major achievements in the extension construction of the curriculum system,its connotation development is still insufficient,Such as: the teaching dilemma of “theory and reality divorced”,the lack of curriculum vitality,the weak core competitiveness,the poor theoretical persuasion and so on.By combing the research results of the ideological and political theory course in colleges and universities,it is found that the research on the connotation development of the ideological and political theory courses in colleges and universities is still in the exploration stage,and the research content is little and relatively scattered.Based on this,this paper tries to make a systematic theoretical research on the connotative development of ideological and political theory courses in colleges and universities according to the logical approach of “what-why-what to do”.Excluding the introduction and postscript,the full paper consists of five chapters.Chapter one,the theoretical implication.The key is to clarify what is the connotation development of ideological and political theory courses in colleges and universities.On the basis of theoretical understanding,conceptual researching and principle mining of “Ideological and Political Theory Courses in colleges and universities” “connotation” and “connotative development”,this paper puts forward the concept connotation of connotative development of ideological and political theory courses in colleges and universities,that is: Under the guidance of Marxism,Focus on the basic task of “Strengthen Moral Education and Cultivate People”,To stimulate the endogenous power of curriculum development,while coordinating external forces to form a curriculum development model of building joint forces,which is the organic unity of curriculum development ideas and construction practice.Chapter two,the history evolution.The development of ideological and political theory courses in colleges and universities is the history that the curriculum extension and connotation intermingled and promoted together.According to the curriculum instructions and programs issued by the CPC and the state in various periods,the curriculum history can be roughly divided into five stages.Generally,before the reform and opening-up,the development of the curriculum system was very unstable.The “52 system” is the first set of curriculum plan implemented in the whole country,adopts the way of learning from the Soviet Union to build the rudiment of curriculum development;The “61 system” opens the road of curriculum system construction of "Sinicization" and "de Soviet".After the reform and opening-up,the curriculum program is becoming more and more standardized and mature,and the practice of the program is increasingly strengthened,which shows the succession and consistency of the program replacement.Among them,the “85 plan” is the period of integration of the connotation of “Two Courses”;“ 98 plan ”has unified and simplified the previous course plan,which more embodies the authority and diversity of the course;under the “ 05 plan ”,the scale of the course continues to expand,and the overall construction of the course is promoted to a new level from the dimensions of discipline construction,scientific research,teaching reform and the establishment of independent school running institutions.In the new era,how to improve the endogenous power of curriculum and improve the teaching effectiveness has become an urgent task of curriculum construction.Chapter three,the problem's study and judgment.Based on the consideration of “why”,this paper attempts to make a rational analysis and problem analysis of the relevant contents of the connotative development of ideological and political theory courses in colleges and universities from an objective standpoint.It focuses on the analysis of why to promote the connotative development of ideological and political theory courses in colleges and universities from the historical demands,and further clarifies the thinking of how to promote the connotative development of ideological and political theory courses in colleges and universities from the study and judgment of practical relations and misunderstanding.In the process of examination and thinking,we should adopt a rational attitude towards the connotative development of ideological and political theory courses in colleges and universities,“not just a question of,don't rely on only books,or only obedience to reality”.Based on the reality,we should plan for a long-term future,make clear the goal of curriculum development,live up to the trust and mission,and effectively promote the completion of the basic task of “Strengthen Moral Education and Cultivate People”.Chapter four,the practical foundation.The achievements of the socialist modernization with Chinese characteristics and the characteristics of the development of college students in the new era constitute the practical basis for the connotative development of ideological and political theory courses in colleges and universities.Among them,the leadership of the CPC is an important guarantee for the development of the curriculum,and provides the ideological guidance of Marxism and the solid foundation of the subject system of socialism with Chinese characteristics for the connotative development of the curriculum;the new realm of the theoretical and practical development of socialism with Chinese characteristics can provide practical support;the socialist culture with Chinese characteristics provides profound spiritual strength for the connotative development of the curriculum.The new features,characteristics and demands of the“Post-00” college students(most of the postgraduates are “post-95”)and the fact that they are faced with puzzles when they grow up and need to be solved constitute the academic foundation of the connotative development of the ideological and political theory courses in colleges and universities.Chapter five,the optimization strategy.The key is to solve the problem of how to deal with the connotative development of the ideological and political theory courses in colleges and universities.First of all,the connotation development of ideological and political theory courses in colleges and universities must adhere to the leadership of the CPC,adhere to the principles of “The Three Laws” and “The eight unifications”,try our best to avoid the possible direction deviation and law arrogation in the development,and ensure the scientific nature of the development orientation from the principle and norm;Secondly,it is necessary to start from the important links of the internal construction of the curriculum,pay attention to key points,thick the foundation,break through the bottleneck,keep the power,strength the weakness,focus on forging the ideological and political course teachers' team in the new era,consolidate the basic links of the classroom teaching construction,highlight the development purpose of “content is king”,strengthen the power supporting role of scientific research and technical means,make up for the lack of development of scientific evaluation,and improve the quality and level of the curriculum development and construction as a whole.Finally,we must strengthen the implementation of national top-level design and the effective utilization and activation of environmental resources,form a joint force of the state,society and universities to promote the construction of ideological and political courses,and actively promote the development and construction of courses.
