Since the Third Plenary Session of the 16 th China Communist Party Central Committee put forward the strategy of regional coordinated development,the national regional coordinated development strategy has been continuously promoted.In 2018,the regional integration development in the Yangtze River Delta has become a national strategy.The synergetic development of higher education is an important part of the regional integration in the Yangtze River Delta.The realization of this major strategy also needs to play a leading role in the support of higher education.However,at present,the service support capacity of higher education in the Yangtze River Delta is not strong,although it has been more than ten years since the Yangtze River Delta region promoted synergetic development in higher education,the effectiveness of synergetic development has lagged behind other fields.The reason is that the Yangtze River Delta region's higher education synergetic development policy is still at the exploratory stage,facing problems such as policy absence,lack of organic coordination,poor connection,lag,and institutional constraints,and so on.A perfect policy system has not yet formed.Looking back over 10 years of policy practice,the Yangtze River Delta region's higher education synergetic development policy needs to change from exploration to development,from experience to science.The key factor to promote this change is to adjust and optimize the policy closely related to the problem.Therefore,it is necessary to discuss how to optimize the Yangtze River Delta region's higher education synergetic development policy.The purpose of this paper is to study the existing problems of the Yangtze River Delta region's higher education synergetic development policy,and to put forward the proper orientation of policy optimization,in order to provide a reference for the synergetic development of higher education in the Yangtze River Delta region.The research object of this study is the Yangtze River Delta region's higher education synergetic development policy,which involves the following aspects:First,the theoretical analysis of the Yangtze River Delta region's higher education synergetic development policy;Second,the existing problems of the Yangtze River Delta region's higher education synergetic development policy;Third,the basis for the optimization of the Yangtze River Delta region's higher education synergetic development policy;Fourth,the proper orientation of the optimization of the Yangtze River Delta region's higher education synergetic development policy;Fifth,the optimization path of the Yangtze River Delta region's higher education synergetic development policy.The research contents of the above five aspects are based on the logical thinking of "what is the Yangtze River Delta region's higher education synergetic development policy,why and how to optimize it".This research comprehensively used literature research,interview and comparative method,according to the research ideas of connotation grasp,problem analysis,basis exploration,orientation proposal and realization routine.The main conclusions of this study are as follows:First,the Yangtze River Delta region's higher education synergetic development policy has gone through the initial stage and the exploration stage.Most of policies are scattered in the relevant policy documents at the national,regional and local levels.The synergetic development of higher education in the Yangtze River Delta region has a certain realistic foundation,while the situation requirements of national development strategy and the demands of higher education development form the "exogenous impetus" and "endogenous traction" of the synergetic development of higher education in the Yangtze River Delta region.Second,the synergetic development of higher education in the Yangtze River Delta region has achieved some results in the construction of Regional University Alliance,student exchange,cooperation in running schools and discipline collaboration,and collaborative innovation of production,school and research.At the same time,there are some problems in the synergetic development of higher education in the Yangtze River Delta region,such as the dislocation and absence of the coordinated subject,the limitation and lag of the coordinated content,and the synergetic effect is not significant.The reasons include the imperfect synergetic development mechanism,the limitation of traditional management system,and the lack of regional cultural identity.Third,on the basis of combing the current situation of the optimization of the Yangtze River Delta region's higher education synergetic development policy and the beneficial practical experience at home and abroad,this study believes that the optimization direction of the Yangtze River Delta region's higher education synergetic development policy should be to give full play to the institutional advantages,adhere to the new concept of joint construction and sharing,and integrated development,and follow the principles of difference,complementarity and openness.To clarify the respective rights and responsibilities of the government,universities and social forces in the synergetic development of regional higher education,to straighten out the relationship between the governments in the synergetic development of higher education in the Yangtze River Delta region,to enhance the coordination between the central and local governments,to straighten out the relationship between local interests and regional interests,and to promote the classified positioning of research-oriented universities and application-oriented universities to participate in the synergetic development.It is necessary to formulate the phased objectives of regional higher education synergetic development.On the basis of formulating the overall objectives reflecting the national strategy,it is necessary to formulate the medium and long-term objectives and the current specific objectives.Based on the above conclusions,this study puts forward the optimization path of the Yangtze River Delta region's higher education synergetic development policy.First of all,we should improve the policy-making of the Yangtze River Delta region's higher education synergetic development,focusing on strengthening the value orientation of fairness and justice,improving the level of democratization and scientization of decision-making,and establishing a dynamic adjustment mechanism of policy.Secondly,we should strengthen the implementation of the Yangtze River Delta region's higher education synergetic development policy.specifically from the aspects of providing the guarantee of policy implementation,strengthening the ability of policy implementation,stimulating the vitality of system reform,and innovating the incentive and restraint mechanism.Finally,we should improve the supervision and evaluation system,strengthen the guidance of information public opinion,and mobilize the participation of multiple subjects,in order to create a new pattern of higher education governance in the Yangtze River Delta.
