As the most active and urbanized region in China,the Yangtze River Delta has made a series of amazing achievements.In the new era,with the slowdown of economic growth and the requirement of achieving high-quality integrated development,a series of problems in the economic development of the Yangtze River Delta have gradually emerged.The Nineteenth National Congress proposed that the main contradictions of our country should be changed and "imbalance" has become a"roadblock" for the economic integration of the Yangtze River Delta to a higher level.How to solve the problem of "unbalanced development"?As an endogenous mechanism affecting social and economic changes,the allocation of labor force affects the overall efficiency and comprehensive level of economic development in a region.One of the important reasons for the imbalance in the current development of the Yangtze River Delta is the distortion of the allocation of labor resources.There is a large space for optimizing the allocation of labor force in industry and space.The dynamic Yangtze River Delta develops in a balanced way.By sorting out the current situation of labor resources allocation in the Yangtze River Delta and improving countermeasures,scholars generally believe that there are distortions in labor resources allocation in the Yangtze River Delta.Except for Nanjing,Hangzhou and other individual cities,the degree of distortions is approximately fan-shaped from Shanghai to the interior.In view of how to improve the efficiency of labor allocation in the Yangtze River Delta,scholars mainly focus on five aspects:industrial structure,employment policy,labor mobility,labor market and labor quality.On this basis,this paper firstly analyses the current situation of labor resources allocation in industry and space in the Yangtze River Delta.From the perspective of industry allocation,the distribution of labor force among industries remains at a relatively stable level,the labor force continues to shift from agriculture,traditional industry to service industry and modern manufacturing industry,and the labor force in the tertiary industry is allocated to more levels;from the perspective of spatial allocation,with the development of the region.With the optimization of regional spatial layout and the initial formation of multi-polar employment pattern,the new North-South metropolitan area will promote the employment of nearby provinces and cities.As a rising star,the Wanjiang City Belt will promote the employment of provinces and rationalize the spatial allocation.Then,through comprehensive evaluation,industry deviation degree and GIS mapping method,this paper explores the current situation of labor resource allocation in the Yangtze River Delta and the problems existing between the actual needs of various industries in different regions.It finds that the employment structure and industrial structure in the Yangtze River Delta lag behind each other,the overall level of employment structure is low,the convergence of industrial structure is obvious,the spatial labor force is "cliff" type distribution,and the focus of labor force in developed cities.Beginning to transfer to the suburbs,Hefei as a new pole of employment growth,the decline of the surrounding labor force is more obvious.Then it analyses the new requirements of labor resource allocation in the Yangtze River Delta from the policy and technical perspectives,and summarizes six objective trends of labor mobility in the Yangtze River Delta.From the central and local levels to interpret the policy guidance of labor resource allocation,the grey prediction algorithm is used to construct a model to predict the future inter-provincial labor resource allocation.Shanghai is still the best in the area of labor force concentration.The capacity of Anhui Province to accommodate the labor force is enhanced,and the labor stock in Jiangsu and Zhejiang is close to the top of the inverted "U" type.Finally,combined with the previous analysis of the current situation and existing problems of labor resources allocation,the paper puts forward improvement countermeasures,which are detailed from five aspects:rationally guiding the flow of labor force in the metropolitan area,optimizing the spatial distribution of labor resources;perfecting the integration of the employment market,improving the employment environment,and promoting the optimization of employment structure;promoting the construction of practical talents,so as to make each one better.Talents of this kind burst into vitality in the countryside to promote the free flow of urban and rural labor force;strengthen the development of labor resources,and take various measures to increase the scale of skilled personnel through "integration of industry and education" and "cooperation between schools and enterprises";combine foreign and internal training,introduce excellent talents at home and abroad,and actively participate in international competition.
