The construction of learning city plays a positive role in the improvement of people's quality and economic development.Therefore,more and more countries attach importance to it,and it has changed from the concept advocated by various international organizations to the development strategy of countries around the world and been implemented.Shanghai was China's first city to be committed to build a learning city in 1999.As far as the present situation is concerned,great accomplishments have been achieved in the practice of learning city under the vigorous promotion of the Chinese Communist Party and Shanghai government.However,we must clearly recognize that the learning city construction is faced with various challenges and problems,such as the dynamic changes of the urban population structure,upgrading of transformation,industrial structure,employment structure and diverse learning needs,therefore,its localization in China still has a long way to go.This research regards learning city as an ecosystem,based on the perspective of man's all-round development,urban sustainable development and social inclusion,from four dimensions "personal level,lifelong learning providers,technology and culture,system and policy".With literature and empirical study methods,this research conducted a study on the origins of the learning city in Shanghai,policy evolution course and its basic logic,status quo and existing problems,the experience and the challenge for an in-depth and comprehensive analysis and research.The analysis framework of the learning city is based on the theory of ecosystem,which is to reveal the formation of Shanghai as a learning city and its blueprint,with an aim to provide scientific and reasonable policy suggestions for Shanghai,a solid theoretical basis and experience reference for other cities around the world.This research tries to answer the following questions: firstly,the reasons for building a learning city in Shanghai and its evolution,policy characteristics and its logic;Secondly,the status quo and problems of Shanghai's learning city construction;Thirdly,the characteristics of Shanghai in building a learning city;Fourthly,the future prospect and effective way in its development.Based on the in-depth research,the following conclusions are drawn:Firstly,the construction of learning city in Shanghai derives from three major driving forces,namely the influence of international lifelong education and the concept and practice of learning city,the policy driving force of national education reform and development,and the internal demand of Shanghai's urban development,which form the driving force source of Shanghai's learning city construction.Secondly,the policy evolution process highlights the service for human development,fairness for everyone,improvement of the standards and systems,policy ideas develop from "economic growth" to "human development" and "sustainable development".Meeting the needs of man's all-round development is the main power,changing management mode is the important content,reforming traditional concept is the key to the construction.Thirdly,in the current status,individuals are actively involved in learning activities,the community education organization system is improved,new technology and innovative culture are well applied,and the system and mechanism are becoming more and more mature.The construction of learning districts has both diversity and unity,and always been centered on the overall development of individuals.Communities and districts have become the link between citizens and cities.However,individual's learning desire and ability still need to be strengthened,learning supply system and coverage need to be advanced,the influence of technology and culture needs to be increased urgently,and policy formulation and implementation need to be improved.Fourthly,under the guidance of global organizations,Shanghai has four construction features,namely,the pursuit of comprehensive development of people and the value of sustainable urban development,the establishment of a sound ecology networks,the formation of inclusive and equity-oriented technology application and cultural incubation,and the effective implementation of policies and systems.Fifthly,the future development of learning cities should be promoted on four levels.At the individual level,everyone should be supported to become a lifelong learner.At the level of lifelong learning providers,supply capacity should be increased;On a technical and cultural level,a greater impact should be exerted;At the institutional and policy level,continuous innovation is needed to stimulate vitality.Efforts should be made to improve life quality and realize the value of life in a certain time and space,to display the lifelong culture everywhere,to have more rich and multiplex study patterns and to realize the sustainable development mechanism.Shanghai has been a "pioneer" as a learning city in China.So far,the effective promotion of learning city construction in Shanghai is basically in line with the historical requirements of the development of citizens' demand for lifelong learning and their yearning for a better life,and it is also in line with the trend of urban development and the trend of times.In the future,Shanghai will provide more new thoughts and solutions for the whole country and even the world.
