Higher vocational education is an important part of higher education in China, taking the task of cultivating senior skilled talents, is the foundation of national and regional economic development, and the root of the national core competitiveness. Collectivize school-running mode as a kind of innovation practice of higher vocational education, aims to stimulate vitality of higher vocational education schools, realizing vocational education resource sharing, complementary advantages and intensive development, improving the quality of higher vocational education eventually.However, the higher vocational education collectivization school-running mode still exists many problems in the process of practice, embodied in: first, collectivize school-running structure form and operating mechanism lacking of specification lead to the loose of group structure; Second, the body participation is lack of integrity, the goal of managerial guiding ideology and education is deviated, the training of higher vocational talents can't match the market demand, the enthusiasm of enterprise participation is not high, it's difficult to meet the requirements of schools and students; Finally, the lack of relevant support policy on higher vocational education collectivization institutional guarantee lead to inefficient or ineffective running of education collectivization.The causes of the problem are, first the conflict between different interests and completion among higher vocational education groups are not effectively solved, and lack of mediation platform. Second the interests of participate enterprises is in disorder and lack of the interests of the compensation mechanism. Third is the goal of each participation of internal group lack of cooperativity and integrity, higher vocational education does not follow the logic of market economy and lack of school-running characteristics.The different interests and completion among higher vocational education groups, the order of interests of participate enterprises and cooperativity and integrity of the goal, these characteristics determine the higher vocational education group is a typical stakeholder organization. To solve the bottleneck of higher vocational education collectivization school-running effectively, it must be followed the construction of the stakeholder groups path. First, transform government functions and develop the government as a collectivize school-running cooperation platform service ability. Second, the establishment of enterprise sis to active participate in the incentive mechanism and arouse the enthusiasm of enterprises to participate in the higher vocational education collectivization school-running. Third, strengthen the autonomy of higher vocational colleges and accurate orientation training goal. Each participation of the higher vocational education group has ability to strengthen the understanding of collectivization school-running mode. Then the government and education administrative department in order to make correct decision for collectivization school-running. Finally, the quality of running a school of higher vocational education in order to meet the needs of society and the various stakeholders, so as to achieve pareto optimality.
