Preschool education is the foundation of Chinese basic education,which is related to the healthy growth of hundreds of millions of children,the happiness of tens of millions of families and the future of the country and nation.Since 2010,especially since the 18 th CPC National Congress,the state and society have paid more and more attention to the development of preschool education,such as significantly increasing financial investment and gradually improving relevant policies and systems.So how do they actually feel as parents on the demand side? What kind of experience? This study adheres to the value orientation of the people's position,takes "payment" as a breakthrough,and pays attention to the parents' experience about the payment value of Puhui kindergarten(the parents' experience about "P-V" of Puhui kindergarten),in order to understand people's real sense of gain.In order to understand the the parents' experience about "P-V" of Puhui kindergarten,this study comprehensively uses the methods of literature research,questionnaire survey,interview,comparative research and statistical analysis to analyze the current situation of parents' experience,the problems reflected parents' experience and problems' causes,and the suggestions to solve these problems.Firstly,current situation part.This study constructs the model of parents' experience model,compiles the questionnaire on parents' experience about "payment-value" of Puhui kindergarten and the outline of parents' interview,and collects the effective questionnaires of 2202 parents from Shanghai,Hebei,Shandong,Guangdong,Anhui,Jiangxi,Shaanxi,Sichuan,Jilin and Liaoning provinces and analyzes the interview data of 11 parents,It is found that:(1)the overall level of parents' experience was medium and high.Parents have the highest feeling in the security and education services provided by the kindergarten,and the lowest feeling in the payment of fees;(2)there are differences in parents' experience in social factors,kindergarten factors,family factors,children factors and payment;(3)the influencing factors of parents' experience mainly include "degree of commitment","comparison with consumption level","father's education","perception of cost adjustment","parents' kindergarten experience" and "father's occupation".Except that father's occupation has a positive impact,other variables have a negative impact;(4)parent groups can be divided into four types,combined with the results of disordered multi classification logistic regression analysis,it further confirms that parents' subjective feelings are the core factor affecting parents' experience;(5)the core elements of parents' experience include value elements,functional elements,brand elements and educational elements;(6)the characteristics of parents' experience highlight the role of "payment" in parents' evaluation,the cost and service are the sufficient conditions for parents' experience,and parents' experience also highlights the characteristics of individuality and collectivity,mobility and stability,process and result.Secondly,problems and causes.Through the in-depth discussion of the interview materials and data analysis results,this study finds that:(1)the problems reflected by parents' experience include parents' "self preference",the generalization of parental experience,the "passive" role of parents in the relationship between parents and kindergarten,and the imbalance of regional preschool education resource structure,the "upside down" phenomenon between the expenses of different types of kindergartens and their service objects and service quality;(2)the causes of the problems mainly include the unreasonable expectation brought by the identity of "parents",which limits their cognition of preschool education;the conflict between kindergarten operating costs and government price limits limits the quality of services provided by Puhui kindergartens;the influence of traditional relationship between parents and kindergarten,the one-way domination of kindergarten to parents;local awareness and support for the importance of preschool education are still insufficient,and social recognition is low.Thirdly,suggestions.In view of the above problems,combined with the relevant experience of China and foreign countries,this study puts forward the following suggestions: establish a flexible pricing system;promote parents to manage their own expectations and establish a reasonable concept of preschool education;promote the reconstruction of the relationship between parents and kindergarten;promote the balanced development of local preschool education resource allocation.In practice, parents are the main body,the government is the leading,Puhui kindergartens are the main institutions and social forces are the participants.In addition,in practice,we should follow the principles of joint participation of multiple subjects,combination of hardness and softness,localization,gradual.In addition,on the basis of thinking about the whole research,we have a deeper understanding of the development of preschool education.
