This paper deeply analyses and researches the performance evaluation system for top managers in the state-owned coal enterprises in the low-carbon economy age comprehensively many theory and method such as systems science, the Balanced Scorecard theory, social responsibility, factor analysis and fuzzy comprehensive evaluation etc. on the base of theoretical analysis of performance evaluation, the framework of the coal business performance evaluation system was proposed and the general framework, objectives and sub-framework were designed one by one and this paper also demonstrated the advanced nature of the framework. Then the performance evaluation index system for operator in low-carbon economy was built applying the theoretical analysis and empirical research method. According to theoretical analysis of the performance evaluation index system about the quality of the operator, economic, environment and social performance, this paper also empirical analyzed and researched by designing questionnaire investigating to make evaluation index more scientific and practical. Nextly, this paper studied the method of coal enterprise managers'performance evaluation. The standard of every index was given by adopting historic standard, industry standard, and budget standard and the weight of every index was determined by applying Delphi technique and Fuzzy AHP. Finally, this paper use fuzzy comprehensive evaluation model to evaluate the coal business operators performance. |
