Research On Innovation System Through The Approach Of Innovation Method

Innovation System Theory is the core of this study.Innovation system is referred to as the National Innovation System.The research in this field is in the background of Learning Economy.It marks the arrival of new economy era.It makes the technology system,production system and economic system as a systematic whole.Producing the innovation policy be used in many countries the theory is a with systematic view on the economic system is a comprehensive look as a new method.From the development of "IS " concept to theoretical process and so that several stages are described,and its advantages and disadvantages as well as the structure and function are.Following Schumpeter's Innovation theory,Endogenous Economic theory and the existing theory of IS,the advantages and disadvantages of IS theory and methods of innovation are studied.The IS theory can guide the innovation policy to improve.This research is trying to establish a new research approach—innovation method approach,as a supplement of IS theory.This new approach will be used to guide the government strategy and Innovation Policy,and can also be used to guide the innovation process of enterprises in the innovation system.The innovation method approach is the important content of this research.Innovation method approach is put forward based on micro innovation of Internet Economy in the new period of observation,by analysising of the current typical innovation case and compareing the phenomenon occurs,this paper builds the mechanism and principle of innovation and finds the trend and characteristics of innovation economy in the new period to establish Internet Economy different from the era of knowledge economy and learning economy.Through the analysis of the background and content of traditional method this research makes critical absorption.The innovation method approach is not intended to guide the innovation of people directly applied to a product or process,but to provide a macroscopic governance way of the IS to guide the Innovation Policy to be more close to the fact.This research tries from both theory and reality of the situation in the IS To establish such a kind of IS for understanding of the innovation method approaches.Based on principle of innovative components this method contains four elements or steps:(1)extended attributes of innovation;(2)establish more "tree" structure system;(3)to break the existing tree structure,so that the assembly out of curing the position;(4)establish a new connection between the components.IS of China is causing a new interest in the research.IT described and analyzed the position and characteristics,the mission in the transformation and the role of government,enterprises and research institutions in the transformation.The "building of Shanghai Innovation Center " policy system is studied in three-dimensional,with a Micro and macro level which show a section of China innovation system.Learning from the Innovation Policy of Shanghai city,it summarizes the characteristics and laws of Shanghai city such as obvious innovation policy system and the level of Innovation Policy clear,combined with the frequency and intensity policy in recent years.An analysis method of for Shanghai city is designed--Top-low policy analysis method,it can be read that the strengths and weaknesses of innovation policies in Shanghai City.Innovation Policy in Shanghai has turning positive policy,and it will tend to super positive policy.
