Research On Three Embeddings Of GVC Promote The Upgrade Of China's High-tech Industry

Economic and social development and the scientific and technological revolution have promoted fundamental changes in management thinking and methods.The international division of labor has experienced the process of division of labor between industries,division of labor within industries,and deepening of division of labor within products.Global integration has led to a shift in competition between products from product competition to task-specific competition.The“returning”strategy of multinational corporations is more focused on the production links with their core competitiveness,and the non-excellent production links are outsourced globally.The world-class enterprises occupy the top of the value chain with technological advantages and marketing network advantages,and draw high value-added monopoly profits and economic rents.Basing on the advantages of traditional resources the following companies engage in processing and assembly to obtain small profits.The financial crisis that began in 2008,which has spread to this day,still drags down the weak growth of the world economy and the market is weak.The "re-industrialization"strategy of developed countries is very likely to follow the long-term link of enterprises in the low-end of the value chain.Although China's high-tech industry has achieved remarkable achievements,the overall development of China's high-tech industry is at the low end of the global value chain.With the deepening of global " fragmentation”,how to break through the“low-end lock”,seize the commanding heights of international competition and promote the upgrading of high-tech industries in the global value chain division is an urgent problem to be solved in China.The core issue of upgrading the high-tech industry is industrial technology innovation.After the original innovation realizes the upgrading of high-tech industries,the three types of embedded promotion,foreign direct investment(FDI)and foreign direct investment(OFDI),which promote technological innovation,are considered to be an effective way to upgrade high-tech industries.This paper studies the three kinds of embedded high-tech industries upgrading through import intermediates,foreign direct investment(FDI)and foreign direct investment(OFDI).The paper gives three kinds of embedding strategies to promote the upgrading of high-tech industries,and proposes safeguard measures for the upgrading of high-tech industries in China.Firstly,combining with domestic and foreign research,it expounds the global value chain theory,technology innovation theory,industrial upgrading theory from the perspective of technological innovation,and the theory of industrial upgrading under different GVC governance models.Based on this,the overall framework of three ways of embedding GVC to promote the upgrading of high-tech industries is constructed.Secondly,it calculates the division of labor of the global value chain of high-tech industries in 43 major countries in the world,analyzes the mechanism of technological innovation and the division of labor in the global value chain,and empirically tests the technological innovation and industrial upgrading of developing countries and developed countries.Combined with foreign development experience,the long-term direction and short-term direction of China's high-tech industry development are proposed.Thirdly,based on the theory of international trade and the theory of international direct investment,this paper analyzes the mechanism of the promotion of intermediate products,FDI and OFDI to promote industrial upgrading,and uses different empirical methods to empirically test the three ways of embedding GVC to assist industrial upgrading.And put forward corresponding strategies.Finally,according to the status of the global value chain of China's high-tech industry,the way of participation,the three embedded methods affect the upgrading of high-tech industries,and propose the policy recommendations for the upgrading of China's high-tech industries.
