Research On The Upgrading Measures Of China's Manufacturing Industry From The Perspective Of Global Value Chain Reengineering

At present,under the influence of the deepening of international division of labor and the economic globalization,the global value chain has played a leading role in world economic system.After the financial crisis,a new round of industrial technological revolution is taking place,and the global value chain is entering a new round of reengineering cycle,which is bound to affect the transformation and upgrading of China's manufacturing industry.This paper is based on the industry life cycle theory,the international division of labor theory and the global value chain theory,focusing on the global value chain reengineering and its impact on China's manufacturing industry upgrading,so as to put forward China's countermeasures.Briefly,the global value chain reengineering is a process which inserts investment-driven innovation into global value chain to make the original elemental-driven of global value chain a significant or qualitative change.The interaction of technology innovation and institution innovation is the power source of global value chain reengineering.Its basic features characterized by two aspects,namely the "reverse innovation" of the Multi-National Corporation strategy and the depth change of the global rules from the first generation to the second generation.Under the background of global value chain reengineering,China needs to further into the process,and to seize the opportunities to promote transformation and upgrading of China's manufacturing industry.Global value chain reengineering acts on China's manufacturing industry mainly by learning innovation mechanism and environmental-elements dynamic mechanism.It comprehensively analyzes the current situation of China's manufacturing industry through four dimensions--economic creativity,science and technology innovation,and the position of sustainable development and manufacturing in the global value chain,which shows that China's manufacturing industry in the status of global value chain is still at the low end of the links.With the help of the southern Pearl Industry in China as representative of local characteristic industry and China's high-speed rail industry analysis for the case of the high-tech industry,further clarifying that China's manufacturing industry upgrading needs to rely on global value chain reengineering.The keys to upgrade China's manufacturing industry in this article are to be fully aware of the global value chain reconstruction mechanism to China's manufacturing industry upgrading;to do a comprehensive study of global value chain reengineering of the positive and negative influences on China's manufacturing industry upgrading,especially grasping the opportunities bought by scientific and technological innovation and international institutional innovation.The paths of China's manufacturing industry upgrading are to persist in the dual drive of national strategic guidance and national policy support from the macro level;to grasp the characteristics and trend of development,urge the internal value chain integration and do targeted measures on the transformation and upgrading of traditional manufacturing industry and high-tech industry respectively from the aspect of meso-level;to achieve the upgrading of enterprise's value chain and industrial chain grafting simultaneously,to stimulate the spirit of the craftsmen of enterprises and to build an open innovation system from the micro level.The innovation of this paper lies in taking the value chain reengineering as a new angle of view for studying the upgrading path of China's manufacturing industry.It systematically expounds the intention and extension of the "reconstruction",closely integrated with China's manufacturing industry.The Shortcoming is,a lack of quantitative analysis in global value chain reengineering,and it needs to be more systematic in the theoretical level.
