With the process of economic globalization accelerating, various countries and regions have been competing intensified for the competitive position of comprehensive national strength since the late 20th century. The high-tech industry with high density of knowledge, as well as a small amount of pollutants and high value-added will undoubtedly become the key point to improve the overall competitiveness of regions. In recent years, due to the deepening of European debt crisis, the difficult recovery of the U.S. economy and the slowdown of new economies in economic growth, countries expect to reverse the situation by technological and industrial revolution, for which promoting the development of high-tech industry becomes a new important strategy on the growth of the new economy. The development of high-tech industry in China is faced with many difficulties at present, and the relying on the technology determines the high-tech industry will be influenced and restricted by technological innovation capability. Therefore, A scientific evaluation of the industrial technological innovation ability has a great significance to improve the overall level of development.To accurately find the key points influencing the ability of technology innovation and the influencing factors, this article evaluates the technology innovation capability of high-tech industry from the perspective of innovation value chain. Firstly, this article refers to some domestic and international literature, and it neatens the related theories about the industrial technology innovation ability, the high-tech industrial technology innovation ability based on innovation value chain and the model of evaluation and validation, which is to lay the theoretical foundation for the future research. Secondly, the article build a evaluation index system of high-tech industrial technology research and transformation stage, which is on the basis of ensuring the integrity of the evaluation index and the availability of the data. Finally, with the technological innovation capability of 27 provinces and 17 sub-sectors as the evaluation object, the comprehensive evaluation model with Improved Entropy Method and Improved Mutation Series Model is used to analyze the technological innovation capability of high-tech industry quantitatively, the RSR and SPEARMAN are used to validate the evaluation results. The results show that the process of high-tech industrial technological innovation has a bad connection in most of the provinces, and the high-tech industry shows a cluster innovation and ladder distribution phenomenon. The internal differences are also obvious. This is mainly influenced by China’s regional differences of geographical position, resources and the level of economic development. From the sub sectors of high-tech industry to observe, most of the innovation value chains are also lack of synergistic effect on the technology research and transformation stage, and this may be related to China’s resource allocation, the research subject, the national industry policy, market demand and the degree of opening. So this article puts forward corresponding suggestions on the development of China’s high-tech industrial technological innovation accord to the existing problems, We must implement the differentiation strategy on high-tech industry between different regions and industries, and make a different configuration on enhancing the capability of independent innovation, distributing human and financial resource, effective connecting the innovation value chain, optimizing the supporting environment and adjusting the industry and market structure.industries, as well as enhancing the capability of independent innovation, distributing human and financial resource, effective connecting the innovation value chain, optimizing the supporting environment and adjusting the industry and market structure.
