The Study On Dynamic Evolution And Synergistic Effect Of New Urbanization In Northeast China

Before the 1990 s,the three provinces of northeast China(Northeast China for short as follows)urbanization rate was always among the highest in China,which was mainly due to the good industrial base and rich resources.However,after entering the 21 st century,with rapid development of China's eastern coastal areas,the central region and western region,Northeast China's economic development and urbanization level have fallen behind obviously and urbanization has been slowing down.It has released a large number of surplus agricultural labor force in the development trend of large-scale agricultural management with the background of rapid development of science and technology,whereas its industry transformed into technologically and capitally intensive ones,which could not absorb more agricultural migrant population.The urbanization path of Northeast China has been in trouble.The low rate of urbanization development,and other problems arose in Northeast China,deep down,rooted in insufficient dynamics of new urbanization and the lack of coordination of power system and so on.Therefore,new dynamic mechanism system of urbanization should be considered as a foothold to a new type urbanization suitable for the current Northeast China.Based on the theory of urbanization driving force,evolution theory,system theory and synergy theory,this paper makes a comprehensive use of regional economics,development economics,quantitative economics and other multidisciplinary theories to preliminarily construct the theoretical framework of new-type urbanization driving force evolution and synergy in Northeast China.Entropy value method and spatial analysis method are used to measure the development level and impetus of new urbanization,and regression analysis is carried out on the impetus.The coupling coordination model is adopted to measure the dynamic synergetic effect,and the main problems in the dynamic synergetic development of new-type urbanization in Northeast China are found out according to the calculation results,to explore the deep-seated reasons for the low level of new urbanization in Northeast China and suggestions are put forward to accelerate the dynamic synergetic development of new-type urbanization in Northeast China.Chapter one: Introduction.It mainly introduces the research background and significance,and the research trends at home and abroad,along with the framework,content and innovation of this paper.At present,the urbanization development of Northeast China is accompanied by system reform,industrial structure adjustment and upgrading,large-scale population flow and interest differentiation.It is urgent to systematically analyze and study the dynamic mechanism and synergistic effect of the new urbanization development,so as to give full play to and release the endogenous effect of the dynamic mechanism.Chapter two: Concept Definition and Theoretical Basis.It briefly introduces the definition of new-type urbanization and its connotation,its dynamic mechanism and its synergistic effect.Taking Northeast China as the research area,the concept of new urbanization dynamic coordinated development is therefore defined from a regional perspective.It also sorts out urbanization development theory,regional economic theory,evolutionary economic theory,system theory and coordinated development theory,laying a theoretical foundation for subsequent research.Chapter three: Construct the Theoretical Analysis Framework of the Dynamic Evolution and Synergistic Effect of New-type Urbanization in Northeast China.The urbanization level of Northeast China lags behind and the quality is not high,so it is urgent to construct a new type of urbanization dynamic mechanism system.This chapter mainly introduces dynamic factors and,system and its operating principle,analyzes its evolution characteristics,and on this basis,constructs a framework system for the coordinated development of the new type of urbanization dynamic system.Chapter four: The Development Process and Evaluation of New-type Urbanization in Northeast China.It compares and classifies horizontally and vertically the development of urbanization,and analyses the spatial pattern of urbanization,besides.this paper introduces the new urbanization development goal and function orientation,constructs the new evaluation system aiming to compare and evaluate the urbanization from different levels,such as overall Northeast China,the provinces and cities.Chapter five: Dynamic evolution and evaluation of new-type urbanization in Northeast China.On the basis of measuring the development impetus of new-type urbanization in Northeast China,this paper analyzes the spatial-temporal evolution characteristics of the impetus,evaluates the impetus and its performance,and probes into the dynamic structure and characteristics of new-type urbanization in Northeast China,so as to clarify the direction and intensity of the impetus and improve the dynamic mechanism system of new-type urbanization in Northeast China.Chapter six: By constructing the new urbanization dynamic coupling coordination model to measure its,analysis the synergistic effect of three northeast provinces new urbanization power,direction and strength of the influence,and regional differences,so to predict reasonably new changes of dynamic pattern of urbanization in the future,the to provide the sustainable and healthy development of the new urbanization with references.Chapter seven: Problems and Advice of the Coordinated Development of New-type Urbanization in Northeast China.There are problems such as relatively insufficient internal power,less external dynamics,imbalance of power structure in small and medium-sized cities,inadequate power supply imbalance,and lack of coordinated development systems and mechanisms.Therefore,corresponding countermeasures and suggestions are proposed to promote the healthy development of new urbanization construction.This paper conducts theoretical and empirical studies on the dynamic evolution and synergetic effect of new-type urbanization in the Northeast China,selects data from 2000 to 2017,and draws the following basic conclusions: First,the comprehensive index of new-type urbanization development level of Northeast China is steadily rising with a good trend but there are big differences among provinces and cities.Second,the evolution of new urbanization impetus in the three provinces of northeast China is characterized by relatively insufficient internal impetus,gradually increasing external impetus,increasing market impetus,high fluctuation of government impetus and flat comprehensive impetus.Third,the driving force of new-type urbanization in Northeast China has gradually evolved into a multiple driving force that is combined by internal and external forces,multiple forces combined by government and market,with significant spatial evolution differences.Fourth,the dynamic structure is not balanced in the dynamic evolution of new-type urbanization in Northeast China,and the dynamic performance varies greatly among different regions.Fifth,the dynamic system coupling and coordination level of new-type urbanization has a good trend,but it is still in the stage of low-level coupling and coordination.Sixth,there are some problems in the coordinated development of new urbanization in the Northeast China,such as insufficient internal power,small external power,unbalanced dynamic structure of small and medium-sized cities,insufficient unbalanced power supply,lack of system and mechanism of coordinated development and so on.In view of the above research conclusions,this paper puts forward countermeasures and suggestions from six aspects on how to release the synergic effect and promote the synergic development of new urbanization impetus in the Northeast China.First,optimize the industrial structure,that is,to ensure and strengthen the basic status of agriculture,to strengthen the interaction between industrialization and urbanization,and to promote the integrated development of urbanization and cultural industry.Second,improve the power system,reform the management system and investment system;Third,release the synergies,put emphasis on the interaction between industrial transition and new urbanization,promote the synergies between internal and external forces,give play to the synergies between government and market players,and promote the coordinated development of large,medium and small cities.Fourth,we need to change the development model,address the mismatch between urbanization of population and urbanization of land,pay more attention to urban information management,and reduce energy consumption and environmental pollution.Fifth,promote the integration of multiple plans for urbanization,shifting from planning lagging behind to planning ahead and combining macro planning with micro planning.Sixth,it's advised to deepen institutional and institutional reform,remove institutional obstacles,properly handle the relationship between urbanization and marketization,accelerate the citizenization of the migrant agricultural population,and create a policy environment for the integrated development of industrial and urban areas through institutional innovation.
