Research On Spatial Planning Of Urban-Rural Land In Chongqing Based On Symbiosis Theory

In order to comprehensively implement the spirit of the eighteenth party congress, according to the requirements of vigorously promote the construction of ecological civilization and optimize the pattern of national land development, we need to analysis the theory and methods of spatial planning of urban and rural land, and to re-examine the path and the idea to optimize urban and land space. Also we need to reconstruct the planning methods and development pattern which could optimize urban and rural land space structure and function. So they will scientific and effective boost new urbanization construction. In this paper, introducing the symbiosis theory to urban and rural land space planning, it studies the urban and rural land space planning theory and method based on the symbiosis theory. The paper expounds the land space paragenesis elements, land space symbiosis mechanism, land symbiotic spatial differentiation, and construct the evaluation model through the symbiotic spatial development layout evaluation system. On this basis, the selection of ecological protection zones of the southeast of Chongqing as empirical research object, the present situation of the development of urban and rural land space layout characteristics are analyzed. Then the paper builds the symbiosis pattern of spatial planning of urban and rural land, and put forward policy recommendations to promote the development of regional urban and rural land space symbiosis relevant. In this paper, the main research contents and conclusions are as follows.(1) The paper introduces the symbiosis theory to urban and rural land space planning, and establishes the symbiosis theory of urban and rural land space planning. Urban and rural land space symbiotic system is different types of land space symbiosis unit produced land space symbiotic relationship by a certain space symbiotic mode in certain conditions of land space symbiotic environment. And it consists of urban and rural land space symbiosis unit, symbiosis pattern of urban and rural land space and urban and rural land space symbiotic environment. (2) Urban and rural land space symbiosis mechanism has symbiosis to principle, symbiotic coordination principle and the symbiotic dynamic principle. According to a number of different land use types and function, the urban and rural land symbiotic units are divided into four kinds of symbiotic space. The first kind is the survival symbiotic space, in order to provide basic living material such as agriculture and water. The second kind is development symbiotic space, to provide industrial and service products. The third kind is ecological symbiotic space, to provide ecological products or services. The last kind is guarantee symbiotic space, to protect other spaces’ normal operation.(3) In this paper, based on the theoretical research, the urban and rural land space planning method of symbiosis theory is studied. This paper establishes four evaluation index systems for four kinds symbiotic space and one comprehensive evaluation index system of urban and rural land space symbiotic. Then it establishes evaluation model through cluster analysis and factor analysis methods. So it can study present situation of regional urban and rural land symbiotic space and then build the symbiosis pattern of urban and rural land space planning.(4) Through the comprehensive evaluation to urban and rural land symbiotic space of the southeast of Chongqing, the various symbiotic space differentiation are found relatively clear, but a better symbiotic mode of land use space has not yet formed. Wulong county ranks the first. Its survival symbiotic space is good, guarantee symbiotic space, development symbiotic space and ecological symbiotic space is in general. Qianjiang district ranks the second. Its survival symbiotic space and development symbiotic space is good, guarantee symbiotic space is in general, and ecological symbiotic space is poor. Ranking the third is Shizhu tujia autonomous county. Its development symbiotic space and ecological symbiotic space is in general, survival symbiotic space and guarantee symbiotic space is poor. Youyang tujia and miao autonomous county ranks the fourth, with good survival symbiotic space and ecological symbiotic space and poor development symbiotic space and guarantee symbiotic space. Pengshui miao and tujia autonomous county ranks the fifth. Its guarantee symbiotic space is good, survival symbiotic space is in general, development symbiotic space and ecological symbiotic space is poor. The last is Xiushan tujia and miao autonomous county. Its survival symbiotic space and guarantee symbiotic space is in general, development symbiotic space and ecological symbiotic space is poor.(5) Under the pattern of urban and rural land space symbiotic status of the southeast of Chongqing, this paper builds a new symbiotic spatial pattern for the Chongqing’s southeast of the urban and rural land space. The space can be divided into3levels, and each level has its specific space functions and tasks. And the development of the space should adhere to the key protection of urban and rural land ecological symbiosis space, to ensure that urban and rural land survival space symbiosis, to coordinate development between urban and rural land development symbiotic space, to improve the urban and rural land guarantee symbiotic space. This paper builds Wulong county as symbiotic development core. Ecological protection is Wulong county’s first priority. Wulong county should vigorously develop ecological industry construction, and improve urban and rural’s development level. Qianjiang district and Shizhu tujia autonomous county are two cores of development symbiotic space. They should develop economic and protect the ecology at the same time. Using their development advantages help other counties out of poverty. Focus on guarantee symbiotic space construction in Xiushan tujia and miao autonomous county, Youyang tujia and miao autonomous county, and Pengshui miao and tujia autonomous county. They should lay a solid foundation, adjust measures to local conditions, and develop characteristic economy of minority culture. On the premise of protecting the ecological environment, steadily improve social and economic development level in the area.
