| With the advancement of social economy,the total amount and intensity of scientific research input by the Chinese government have been greatly increased.However,the current structure of China’s scientific research credit system is still weak,and the phenomenon of scientific research dishonesty has occurred from time to time.Dishonest behaviors in scientific research will not only result in the low efficiency of the allocation of scientific and technological resources,making it impossible for scientific research activities to be implemented efficiently;it will also result in higher risks for scientific research funds,increase of corresponding transaction costs,and thus undermine the virtuous cycle of scientific research funding systems.In the meantime,the indicators,methods,working mechanisms,and application of results related to the credit evaluation of scientific research projects are still not yet clearly structured.In addition,there is no unified measurement method.Therefore,this highlights the necessity of the construction of scientific research credit system.In order to rationally allocate funds for scientific research and use its maximum effectiveness,it is imperative to complete the research and exploration of the credit evaluation system for scientific research projects.This thesis comprehensively used a variety of crossover research methods such as normative research,empirical research,comparative research,and survey questionnaires to establish a set of scientific research credit evaluation index systems with strong operability and applicability.In addition,via empirical analysis,the relationship between scientific research project capital investment factors and scientific research credit was investigated.The research results can provide theoretical basis for scientific research fund management decision-making,and support the specific practice of scientific research credit evaluation in the scientific research management process.Therefore,this thesis has strong theoretical value and practical guidance.Firstly,this thesis compared and analyzed the different types of scientific research credit evaluation models in China and abroad,and focused on the research and refinement of the management practice characteristics and operating mechanisms of countries with strong science and technology development.Combining with our country’s specific national conditions,we conducted a systematic analysis of the status quo of scientific research credit management system,revealed the existing problems and thoroughly discussed the root causes of the problems.On this basis,following the principles of objectivity,applicability,scientific value,systematics,practicality,qualitative evaluation,and quantitative evaluation;in addition to the following three aspects: basic information,good records and bad records,two sets of credit evaluation index systems for project undertaking unit and project leader were designed and established respectively.On the basis of data collected from a wide range of questionnaire surveys,the analytic hierarchy process was used to determine the weights of the indicators at all levels,and the grades of credit evaluation results were refined.Taking project leader as the object,the established credit evaluation index system has been used for evaluation and analysis.The results showed that the established scientific research credit evaluation index system conformed to the actual scientific research activities and has strong practical significance.Secondly,based on the established scientific research credit evaluation index system and using the project leader as the object of evaluation,empirical analysis was conducted on the actual data of the National Natural Science Foundation of China.Multiple regression analysis was used for each project’s capital input factors.The results showed that there was a significant correlation between the capital input factors of scientific research projects and scientific research credit.For the overall scientific research credit,there were significant positive correlations between scientific research activity fees,intellectual property fees for published documents,and project managers’ scientific research credit,among which the scientific research activity fees were the most important.In addition,there was a significant negative correlation between scientific research materials fees and scientific research credit.Next,there were significant positive correlations between scientific research equipment fees,scientific research activity fees,intellectual property fees for published documents and good record scores for project managers,and there was a significant negative correlation between scientific research material costs and good record scores.It is worth noting that the score of good records is higher than the overall score of scientific research credit.BP neural network analysis was used to analyze the relationship between capital input factors and scientific research credit.Through the Matlab software,a fast correlation neural network model with good effect and convenient use was established;making it easier for scientific research project authorities to predict in advance,avoid risks in time,and rationally allocate scientific research resources.Through game analysis,the motivation of the project leader to take bad credit behaviors was studied,and reasonable suggestions were made for the formulation of scientific research project management policies.Finally,this thesis deeply analyzed the external guarantee conditions for the implementation of the scientific research project credit evaluation system from macroscopic and microscopic perspectives.Specific policy recommendations have been put forward from the aspects of institution construction,establishment of information sharing platform,improvement of reward and punishment mechanism and introduction of intermediary organizations.The innovation of this thesis lies in:(1)Exploring and establishing a scientific research credit evaluation index system through theoretical analysis combined with specific management practices.The index system has strong operability and applicability,and it is verified by practical cases,indicating that the index system is more scientific and reasonable,and improves the scientific research credit theory.(2)Through empirical analysis,the relationship between scientific research project capital input factors and scientific research credit evaluation indicators was studied,and a research credit prediction model based on BP neural network was proposed.We not only explored new directions of scientific research credit systems,but also further deepened the existing theoretical research.(3)We discussed the specific application methods of theoretical research results in scientific research management practice,analyzed the external guarantee conditions required from the macroscopic and microscopic level,and puts forward specific policy recommendations. |
