Research On Multi-dimensional Performance Of The Convergence Of Resource-based Industry And High-tech Service Industry In Ethnic Areas

Resource based industry is the core of industrial layout in ethnic areas,but the "scale expansion" growth mode caused by its long-term dependence on medium and low technology level is unsustainable,which also affects the economic development of ethnic areas.Nowadays,the world is in the context of a new round of industrial revolution.The penetration and convergence of high-tech services into traditional industries is an important means for traditional industries to obtain sustainable competitiveness.Therefore,the research on the convergence status,convergence performance and the influence mechanism of the characteristics of ethnic areas of resource-based industry and high-tech service industry will help to understand the situation of industrial convergence,provide reference for local governments to formulate more targeted industrial policies,and assist the transformation and upgrading of resource-based industry.This study uses the methods of field survey,comparative study,normative and empirical analysis,data envelopment analysis and entropy index to comprehensively analyze the current situation,level and impact on performance of the convergence of resource-based industry and high-tech service industry in ethnic areas based on ethnology,economics and other related theories.In order to explore the special laws of ethnic areas,the comparative study with non ethnic areas is carried out,and the relevant adjustment mechanism is explored from the aspects of government governance mode,social factor allocation and relationship culture.The main conclusions are as follows:1.The convergence of resource-based industry and high-tech service industry appears in the minority areas,and has a good economic,environmental and innovative effects on the transformation of resource-based industry.It is easier to introduce technology application service enterprises in ethnic areas,so the main convergence modes are platform service mode,participation service mode and infrastructure service mode.However,due to the problems of relevant concepts standardization,the "bridging" between industries and government departments,and the financial pressure,it is difficult to deepen the industrial convergence in ethnic areas.2.The results show that the resource-based industry and high-tech service industry convergence in ethnic areas has realized the transformation from "slight imbalance" to "barely coordinated".After 2012,the convergence level has been rising steadily,but it still lags behind the eastern and central regions.At the same time,the characteristics of spatial heterogeneity show that the high agglomeration areas of industrial convergence shift significantly to the east and south,while the ethnic areas are mostly surrounded by provinces with low convergence level,and the synergistic effect between regions is not high.3.The empirical results show that the convergence of resource-based industry and high-tech service industry in ethnic areas has a significant role in promoting the multi-dimensional performance of resource-based industry,and in terms of innovation performance,it will take a certain amount of time to achieve a good promotion effect.Compared with non ethnic areas,the above promotion effect is stronger in ethnic areas,and the ‘technology catch-up effect' is prominent.4.The good governance model and high efficiency of social capital allocation in ethnic areas help to enhance the economic and environmental performance of industrial convergence.It shows that the government's attention,governance model and high efficiency of capital allocation in ethnic areas help to guide the application of scarce capital to the fields with high economic benefits and high government concern.The allocation efficiency of social capital has a negative moderating effect on industrial convergence and innovation performance,which also shows that the capital in ethnic areas tends to lean to low-risk areas.The higher level of relationship culture in ethnic areas also shows a positive moderating effect,but the influence is not obvious.5.The spatial spillover effect of economic performance improvement of industrial convergence in ethnic areas is significant,which indicates that it can make full use of the network effect brought by high-tech service industry to obtain higher economic impact.Considering the environmental performance,although it is difficult to distinguish the two effects,we can learn from the experience of non-ethnic areas to carry out regional environmental cooperation.Based on the above research conclusions,this study puts forward a number of policy suggestions from the aspects of improving the level of government governance in ethnic areas,shaping the cultural connotation of innovation,openness and cooperation,strengthening the cultivation and flow of social elements,and building the capacity system of both sides of industrial convergence.
