environment have become important factors in the study of regional industrial structure optimization.The optimization of regional industrial structure based on resources and environmentfactors has become a hot topic in academia and a realistic problem that the government needs to solve urgently.However,due to the differences in regional resources and environment,the universal theory of industrial structure optimization is slightly insufficient to guide practical problems.Since the18 th CPC National Congress,The state has put forward a "five-in-one" development strategy,which has pushed the construction of ecological civilization to an unprecedented height,clearly pointed out the future direction of China's economic and social development,and clearly defined the direction and thinking of industrial development: totake the road of coordination between ecological protection and economic development to realize the sustainable development of economy and society.Under this background,some regions with special location conditions,unique resource endowment and high ecological security requirements are bound to optimize their industrial structure according to the resources and environmental factors in the region,so as to form an endogenous driving force for economic development and realize thesustainable development of ecology,economy and society..The eastern foot of the Qinghai-Tibet Plateau is the birthplace of the Yellow River and the Yangtze River and is an important ecological barrier in China.From the Research on the Optimization of Industrial Structure at the Eastern Foot of Qinghai-Tibet Plateau perspective of administrative divisions,the region is distributed in parts of Sichuan,Gansu,Yunnan,Qinghai and Tibet Autonomous Region.Among them,Ganzi Tibetan Autonomous Prefecture(18 counties),Aba Tibetanand Qiang Autonomous Prefecture(13 counties)and Lia ngshan Yi Autonomous Prefecture(2 counties)in Sichuan Province are important components at the eastern foot of the Qinghai-Tibet Plateau.Although these regionsare rich in natural resources,due to the constraintsof low historical starting point of economic development,special location conditions,fragile ecological environment,low level of social development and other factors,the driving force for regional economic development is insufficient.Under the dual requirements of economic development and ecological security,how to enhance regional competitiveness and realize high-quality development is a major issue worthy of attention.On the basis of combing the relevant theories of industrial structure optimization,combining the relevant theories of regional economics,development economics,resources and environment science,ethnic economics and other disciplines,This paper selects Ganzi Tibetan Autonomous Prefecture in Sichuan Province(here in after referred to as Ganzi Prefecture)as the object of empirical research,Adopting the research idea of "raising problems-theoretical basis-analyzing problems-solving problems",The theoretical and practical research on the optimization of industrial structure in the eastern foot of the Qinghai-Tibet Plateau is carried out.The logical structure of the research is as follows: Firstly,combing the relevant literature and materials on the theoretical research of industrial development at home and abroad,on this basis,defining the relevant theories such as industrial structure optimization theory,resource allocation theory,sustainable development,etc.Secondly,the resources and environment analyzed in this paper are defined.Based on the similarity of regional resources and environment characteristics and economic development modes,the correlation model of resources and environment system and industrial structure system at the eastern foot of Qinghai-Tibet Plateau is constructed.Then,the paper sorts out the economic and social development of Ganzi Prefecture since it was established for more than 60 years,and analyzes the problems existing in the resources and environmental factors in the process of industrial structure optimization in the region.The analysis found that,In the process of industrial structure optimization,the concept of industrial development in this region follows Research on the Optimization of Industrial Structure at the Eastern Foot of Qinghai-Tibet Plateau based path of optimizing the industrial structure at the eastern foot of the Qinghai-Tibet Plateau: 1.Under the principle of giving priority to sustainable development,revitalize the stock and optimize the increment;2.Give priority to supporting regional characteristic industries in all aspects and implement policies accurately3.Optimize the regional spatial layout and realize the innovation of management system;4.Relying on the modern comprehensive transportation system and the regional central cities,the construction of Sichuan-Tibet Railway will take the lead to improve the supply of regional infrastructure and improve the efficiency of regional economic operation;5.Optimize the structure of regional human resources,enhance the stock of human capital,and realize the connection between the optimization of industrial structure and the level of regional productivity;6.Relying on tourism,under the promotion of Internet plus and precision poverty alleviation,increase the
