Technical Standards And China's Manufacturing Export Upgrading

China's economy has entered a stage of high-quality development.How to achieve high-quality development is the key to China's sustainable economic development.The essence of technical standards and economic development at home and abroad have proved that technical standards play an important role in promoting high-quality development,and the state has obviously paid attention to this.The CPC Central Committee's ?Guiding Opinions on Promoting High-quality Development of Trade ?clearly pointed out that technical standards play an important role in export upgrading and promoting high-quality development of trade.Besides technical standards,technological innovation is equally important,and technical standards are just one of the most powerful tools to stimulate the internal power of enterprise technological innovation.It can be seen that technical standards,technological innovation and high-quality development are a unified whole with internal logical relationship.As a pillar industry of a country's economy,the export upgrading of manufacturing industry is an important embodiment of a country's high-quality development.Therefore,taking China's manufacturing industry as an example,this paper discusses the relationship between technical standards and export upgrading from two different perspectives of horizontal upgrading of export technical complexity and vertical upgrading of export product quality,and examines the important role of technological innovation.This paper mainly includes seven parts.Chapter 1 is the introduction.This chapter mainly introduces the research background and significance of this paper,the current situation of domestic and foreign related research,research ideas and methods,as well as the possible innovation and shortcomings.Chapter 2 is the theoretical analysis of the impact of technical standards on manufacturing export upgrading.Firstly,it defines the connotation of the core concepts;Then it combs the relevant theories of the impact of technical standards on the export upgrading of manufacturing industry;On this basis,further explore the theoretical mechanism,and put forward theoretical hypotheses,so as to provide a theoretical basis for the follow-up research of this paper.Chapter 3 is the dynamic evolution and current situation of Chinese technical standards.By reviewing the development process and characteristics of domestic technical standards,international technical standards and foreign advanced technical standards,this chapter expounds the current situation and main problems of China's technical standards from a comparative perspective,so as to provide a practical basis for putting forward policy suggestions.Chapter 4 is the calculation of technical standards and manufacturing export upgrading.Firstly,it calculates the technical complexity of China's manufacturing export,the quality of export products and the level of applicable technical standards,and finds out the facts of China's manufacturing export and the upgrading of technical standards;On this basis,this paper analyzes the matching between technical standards and manufacturing export upgrading,and explores the possible correlation between technical standards and manufacturing export upgrading.Chapter 5 and Chapter 6 are the core of this paper.By summarizing the existing research work and analyzing the impact mechanism,this paper constructs an econometric model to analyze the impact of technical standards on manufacturing export upgrading from the perspective of horizontal export technology complexity upgrading and vertical export product quality upgrading,and further carry out robustness and heterogeneity test on this basis,At the same time,through the mechanism test,this paper explores the role of technological innovation in the impact of technological standards on the export upgrading of manufacturing industry.Chapter 7 is the main conclusions and countermeasures.Based on the analysis of the previous chapters,it summarizes the impact of technical standards on the export upgrading of China's manufacturing industry,and puts forward relevant policy suggestions to make suggestions for the high-quality development of China's manufacturing industry.Based on theoretical and empirical analysis,the main conclusions of this paper are as follows:(1)Technical standards have both positive and negative effects on manufacturing export upgrading.Technical standards are a "double-edged sword" to export upgrading,but on the whole,the positive effect should be greater than the negative effect;(2)On the whole,there are some problems in China's technical standards,such as insufficient attention,imperfect structure and management system,the level of technical standards to be improved,and the relatively slow process of internationalization.(3)Technical standards have an obvious positive impact on the horizontal export technical complexity upgrading and vertical export product quality upgrading of China's manufacturing industry.The improvement of technical standards is conducive to the export upgrading of China's manufacturing industry;(4)On the whole,technological innovation is an important channel for technical standards to affect the export upgrading of China's manufacturing industry.Technical standards promote industrial technological innovation by affecting the R & D investment of the manufacturing industry,so as to accelerate the export upgrading of China's manufacturing industry;(5)Due to the internal differentiation of manufacturing industry and different levels of standards,there are significant differences in the impact of technical standards on different types of manufacturing export upgrading and different levels of technical standards on manufacturing export upgrading.The impact of technical standards on China's manufacturing export upgrading shows a certain heterogeneity.Based on the main conclusions of this study,relevant policy suggestions are put forward:(1)At the macro level,the reform of technology standard system and the implementation of technology standard strategy will be promoted to a higher level of national development strategy;at the micro level,enterprises should be the main body to enhance the awareness of technical standards.(2)Give full play to the role of recommended technical standards in promoting export upgrading.It is necessary to establish a new technical standard system with recommendable technical standards as the core,and the formulation of recommendable technical standards must be based on the principle of adapting to market demand and promoting technological progress.(3)Improve the "quality" of technical standards to speed up export upgrading.It includes speeding up the updating speed of technical standards and moderately improving the level of mandatory technical standards.(4)Promote technological innovation with technical standards and accelerate high-quality economic development.It includes the combination of technical standards and patents,the formation of strategic alliances to stimulate joint innovation of enterprises and so on.(5)Accelerate the internationalization of technical standards.Including actively participating in the formulation of international technical standards and promoting the transformation of domestic technical standards to international technical standards.
